Find potential rivals and support both sides, pit them against each other and encourage them to do better and faster than the other. Such as encouraging Precept further growth in Tilverton, by gaining more political and influential powers over the locals. Whilst at the same time, encourage the people in Tilverton to be more independent, hire magical adept people to resolve their own problems without the Precept help.
Approach the small guys, encourage them to make a bigger difference. Fish their brains for ideas and be their 2nd hand in achieving them, maybe they want to establish a PC group? Make posters, make sendings, promote their agenda to other PCs who could be interest. Promote their agenda to potential rivals, encourage conflict and make them compete for the same goal! PC group vs faction, or PC group vs independent PCs. Make people take a stance, NO FENCE SITTING!!! Or EXTREME fence sitting, make them annoy others by being impartial!
Write books, stories, fables about PCs downfalls and successes. Publish them, maybe fill them with a bit of rubbish so that the affected person tries to object to the published narrative. Make people REACT, DO, and ACT!
Meddle with the Council, by making people work against each other but also with each other. Encourage Eveningstar to grow bolder, lighter, and even louder. Make the Councilors object to outsider meddling, whilst encourage Tilverton to do the same! Don't let Eveningstar take all the glory! Push minor PCs to take seats in the council, encouraging them to go for their ideals and wants. Push for PCs to leave the Council in protest, make their own rival council?! Encourage people to ban rival councils.
Be invested in everyone, working neither for or against them. Forget what you were doing in the middle, and run on an quest. Then jump back into it mid quest. Be really annoying.
