I cannot find any records related to the estate which mentions elves, nor half-elves.

I don't know if I am reading into it too much but generally get a bit of passive aggression from this guy, best to see if he sticks around and plays well with others before allowing an app character.

Issue is that he has basically written down a script for a DM event, which isn't something we should encourage. Better that he looks into what he can do without a DM, then ask for some DM support /if possible/ without saying what the DM should do.
