They've been sending me tells on this concept for months; its been brewing since they quit Elsa. I actually think it's a pretty neat concept, the long version is a lot of content you don't really need to digest at this point - it is a bit DM dependent to really blossom, but I thought it was a cool idea.

Hunt down and persecute mages, as they believe anyone who can use magic is a potential necromancer (they believe Helm killed Mystra becasuse her loose management of mages was a danger to everyone)
Act as Witchhunters / Monster Hunters for the House of Ash - climb the ranks to learn their secrets and assimilate it into the Helmite faith
Find and collect evil relics, weapons, tomes as they believe they are the only ones trusted enough to have and catalogue them - offer bounties, religious edicts banning them etc
Push to become The New Law in the city and become official members of the Helmite church - conflict with pretty much everyone

Death in the Alleyways..
A grisly scene was found in the Slum alleyways this evening as two individuals, a man and woman, were found torn to pieces. Their limbs were piled in twelve mounds of body parts beside a crude symbol of the Lord of Death scrawled in blood upon the walls.
Members of the House of Ash were later seen attending the scene, bring a modicum of peace to the affair as they attended to the departed.
Witnesses, unsurprisingly, have not come forward as taverns discuss the particularly gruesome nature of the murders and the unidentified terror lurking the backstreets.....

Looks patchy rather than incremental decline, I'd suggest adding more if the scale is undesirable, although it looks fine throughout the smuggling tunnels and ruins.

All the scale to the peaceables has reverted by the way.
Edit: And the trash bin come Incinerator has been deleted. Did you use the latest .erf? If not, there are bugs which need stripping out.

Whispers in every inn throughout the City carry tales of Bhaal's resurgence and his devoted followers. The undead roam along rural pathways, and talk of marquee assassinations spreads like wildfire whenever a tankard of ale is lifted.
And then...
Affixed at the thresholds of both extremities of the Blisterfoot Inn section of Calantar's Way, and marking the boundary between Deadwell and Bospir, are notices crafted with blood. Adorning them is the gory emblem of a skull encircled by crimson droplets....
"Be warned, you now enter the lands of the Bishopric of Deadwell. All who enter these lands are subject to to the Laws and Tithes of the Church of Bhaal. By order of the Lord Bishop, The Arch Primate."

I know with undead you can remove them from party and leave them as hostile encounters- is there an option to do that with summons?

I am playing a priest of Bhaal trying to resurrect him, while simultaneously masquerading as a priest of the Light and forming the “Goodly Faction.” This is both to serve as a front for my activities and to direct the goodly PCs at my evil rivals and kill off Bhaalspawn. I am simultaneously working on building a PC cult of Bhaal and pushing to try to convert the Skulls to Bhaal over Cyric. I eventually intend to attack and desecrate sites devoted to Cyric with the hope of assassinating the clergy in the mortuary in time.**4. Why?
I have started to do some plot related PVP, including attacking Gloomy’s monk to induct him into the cult, I plan on doing the same to a couple other evil PCs and plan on using the custom summon theme to make it more dramatic. It fits the dread and darkness of Bhaal’s rise to have either shadows or wraiths/ghosts than to use one of the more available themes. I plan to use these in openly evil events and when engaging in PvP, not necessarily for an increase in power but to show a more open evil and dark mentality.I am open to either wraiths or shadows, as both can fit thematically and IC based off what I have going on. Shadows because I have snuck my symbols in during Suubra events and I am allying with the shadow tree thing that is connected to a Bhaalspawn or Wraiths because I have been leaving undead and I have a strong connection to Deadwell.
