WTF?

Just don't desist.
Make more sending a few times a day. See if there is someone interested in adventure and not only questing. Don't be sorry if people don't come once they learn is not DM related nor quest related. Just act IC.
Join a group.
Make friends.
Give your sending and your character a purpose (i.e. why are you going out? Just because YOU are bored or because your character wants to accomplish something?)
Go out alone if there is peril come back and make another sending. Many people are happy to go out of the walls to slaughter a few goblins but the same people won't proceed further towards the Stormhorns, it happens!Sometimes people show up, sometimes not, many factors are involved: are there quest running? (check if someone just made a sending) are there other events while you make your sending? are group already gathered somewhere? you can always make a sending and if it does not work walk to the market and talk directly to adventurers, face to face.
Remember! Sometimes it works, sometimes it does not.
-
If your sending is exciting, folks will be excited. If it is "same-old, same-old" folks will be turned off and look for adventure elsewhere. But, they may just be out there already!
I don't know how many sendings I've made and few folks have turned up, and other sendings where I've had to turn folks away or take an army. Sometimes I just think WTF and move on! Other times its "WTF, lets go grab folks by the neck and DRAG them into my adventure"
-
tell them you have ropes for the venture into the underdark, not one..but enough for everyone, and other bits that can aid in climbing and decending
rubs bruised bottom and reminices about the last trip down there and thinks " they were laughing with me and not at me….right?"
..something that worked well for me in the past with my other character when i wanted to explore, was i would approach people and talk to them and build a group that way, i would have to say about 50 percent of the time i was able to get the person to agree, and most of the time i could gather a group of no less than 5 people and many times when other people see a crowd gathered they are curious, if someone walks up, make sure you acknoledge they are there and invite them along, people do want to be part of a group, and you have to take the initiative and invite them when they are looking at you from a distance RPing they are perhaps shy
on at least three of those venures i know we did get dm attention, and even if we did not we had fun and the characters who came along got a history lesson about some of arabels past
you have to get to know the characters in the city when you are, maybe they are not explorers per say, but talking with them you can find out their personal interests, the may be a character not interested in hunting, but you may be able to get them to go along if the potential of something that interests them can be found or made part of a side trip, sending are great and save time if people happen to be on who do share your same sense of exploration, but you would not have posted this if that were the case, a new approach needs to be used during the times you are on

Honesty is the best policy. Make some friends and allies that are interested in your goal for going out in the wilds, or pay people gold to go with you. Tricking people into thinking it's a quest and dragging them out there anyway will just mean they avoid you in the future.
-
I just say //levels 1-12 please.
People tend to think it's a quest rather than me discriminating against anyone who's level 13 and up.
On a more serious note, the best way to do it is make some friends IG. They'll usually be up for it.

:D
He wins! I am going to use that some day, you have been warned.

@HarryMcScary:
Just put //DM QUEST at the end of your sending, people will rush to it!
I thought you didn't allow it? Now that I know you do, there will suddenly be a hell lotta more ''DM quests'' from now on I asure you. ;)
I hope you recognize that as a joke.
Yes. Don't do this.
-
I often hop in to see people inviting others to go adventuring them, cook up a bit of special stuff for them to find and realize that nobody was interested. Go figure.
-
It's a good idea to try and contact a DM to let them know what you're doing too, a simple tell to the DM channel saying where you are going and where.
If it's ''just to look around'' you probably won't get anywhere - try to have an agenda as to why you're going wherever you're going.
The sad thing is, and I agree with the OP, that most people seem to be more interested in going on quests than getting out there and having a look about for stuff. It's a shame, really and I've noticed it quite a fair bit since I've been on as a player
How to change that? I'm not sure.

Sorry, I thought you figured I was joking too.

I think this new Reagent thing is really helping.
Stuff like this that's designed to function mostly without a DM helps alot. -
I often want to go out! Too often my PC is too low of level! That normally doesn't stop me. However, I don't and no PC really would want to go outside the Safety of a City. When I do go out with Higher Level PC's. I like to know, there are Many of them, That way I'm less likely to die, if half of them are dead. I can RUN!!!
-
I prefer people that go out of the city to pursue their personal goals at level 1. Waiting until you're level 8 to rock around outside the safety means that those bandit wannabes/guys who know you have the epic plot item that they need for their diabolical plan have to level up with you to have a chance at pvp.

Usually it's because spiced adventures or simple non-DM exploration trips are a waste of consumables with -rarely- a return in terms of xp or coins/loot. So, unless you have a very good RP/IC reason to go out, it's simply not worth to go out and risk your life (and coins) while you could esily do a Tymora run for 150 lions + potions and loot….
I have to say that I did find some hidden caches of potions and gold (possibly) placed by DMs when I was exploring the areas of the server on my own.
So go out! Go!

I find the attraction of DM spice and exploration trips are far more exciting than quests, most of the time. This is why I look for these things. Yes, they cost consumables and do not reward XP in the same way, often. But why do you play? To get XP and Gold, or for excitement?
I play for excitement!

I was told by someone I respect the other day, and think it makes sense to also say it here, that players (and a few DMs) find it very unexciting to help someone find something in the wilderness or random exploration. Now, of course, if you're looking for something very specific and you have a good idea where it could be it's different, but things like "My goal is to find artifacts of the elves." and then trying to put them to work by random sending exploration doesn't attract players much, or that's what that person told me. I was very guilty myself of those kind of goals so I thought I'd share that opinion.

Then I assume, if this is true, many players "go out exploring" only if it is DM-plot or PC-plot related.
I had very interesting moment of RP, fun and excitement, simply walking the wildlands (on my own and with a few chars), learning how to move within the vastity of the server, being shoot at by Gnoll Trackers, discovering hidden doors within caves, learning which animals or creatures are really dangerous and which ones can be avoided without problems. Pictograms in the caves, ancient tombs, ruins in the desert, the place where the WindLord sleeps, screaming fungi in the Underdark, secret passages underwater….. the list of the things to discover is almost endless and one don't need to seek something to get more fun!
-
Please show me then because i wandered a little and i'm pretty sure the server is well limited without a dm.

Actually I thought it would have been well limited without players. That's why you should go out with others even if there's no DM interaction or direct plot pushing.

Ditto, the possibility of DM loot is attractive, but to be honest isn't the lure for me.
What is special is the uncertainty, unlike the scripted quests, and the team work that has to be used if you want to survive. Not to mention the player interactions that develop far more in this environment than any other seemingly.
As for why people don't go to your sendings i don't know the answer, but what i have found is that if you turn up for other peoples they will reciprocate and turn up for those you make that are obviously not quest related too!
