Wanted? How to make the game not become dreadfully dull OOC

I'm very open to suggestions regarding this. Not being able to walk the city makes the game dreadfully boring OOC (as opposed to IC only) when your "crew" is not online. I know that "as you make your make your bed, so you must lie in it", this applies to everyone.
Current server numbers means that unless you stalk sendings, you barely meet anyone when not able to walk the city. No interaction = no fun and lack of fun makes your desire to log into the game fade away slowly.
I'm open to discussion and suggestions on how to make the game interesting when dealing with this because right now the only thing i got to do online when my crew is not around and i can't even find another person IG, is to hunt my IC enemies… which is fun too...

There are ways into parts of the city.
There are senders you can use.
You can drop notes to lure/threaten/hire/whatever.
You can hire people to enter the city to do X.
You can be a mysterious villain that turns up to charge various adventuring groups with performing adventure/intrigue for you.
Or you can not play the best part of a characters lifetime.

Bring the fun to you.
Give incentives for players to adventure to areas you can interact with them freely - Both in opposition and support. Promise rewards, gold, loot, plot hooks, conflict, the inspiration to act/react.
Revaluate your goals and objectives. If you've a solid list of what you want to accomplish it doesn't matter where you are in the module, you'll have plenty to occupy yourself and the rest will fall in place.
Pursue your objectives proactively and it'll draw players in. Be a hub of activity, excitement, but chiefly keep moving forward. It's that development and progress, that chase, that momentum that involves people.
Armed with a list of what you want to do, and how you want to do it, you'll find reasons to sneak here and there, reasons to call out X, Y and Z, and players will find more and more reasons to go out of their way to get involved with you and your story.
Momentum is everything. Keep on trucking.

Could be my impression, but sometimes I feel veteran players are a bit slow to interact with new players. Recruiting some new players might be fun, specialy to the new guys.

IMHO, it's not about the numbers but rather about the fact there's not much to do in the wilderness. People tend to flock to places where they know they'll meet other characters to rp with or to hook up for an adventure.
If you give people a reason to go into the wilds more (player-generated quests for instance) everyone will win. -
I'd also advise being careful about hostility. If you develop a reputation for killing/beating down anyone who so much as sneers at you people will naturally avoid you. Be creative, constructive and the masses will flock! (F.Y.I I am not suggesting you are doing this at all, but it is where a lot of evil folk go horribly wrong)

Retire your character.
Typically, being exiled is the first indication that your character is about to enter into :
A). a blaze of glory in which he is defeated in some nefarious plot.
B). a period of dull decline in which you slowly grow bored.

Ill echo what Moloch said. retire, create a new character, and look forward to playing V5, where sheriffs exiling left, right and center does not happen as much.
Honestly, I played Sophia for 3 some months as an exile. And despite dms like Abby or Bacon litterally throwing stuff my way, I ended up giving in to boredom. Exile is a death sentence if you accept it.

Alternatively: Use Improved Invisibility to get about the city, and start making hits on people. Work on getting that plot finished, and then retire in the hopes of becoming a challenge in the Lady's Challenge.

I had the same problem with Akdul, worked for awhile because I had many players outside doing things, but it slowly came to an end (Thats when I also couldn't much play anymore) and it was near impossible to find other players, good or evil, to do anything with. Then again, I was banned from almost every place >.>

Eventually, every character reaches the end of their story.
Guys who get exiled from the city typically reach that stage fastest, since it is a module based around the City of Arabel.
Has nothing to do with being evil, it has everything to do with getting exiled from the main city because they are such blatant problems for the city itself.

"Quit" seems like a horrible suggestion on how to have fun on a character that's banned from the city. It's pretty obvious if you're looking for ways to improve your own fun and include others fun while doing it you're not ready to retire.
On that note
Take advantage of the intercity conflicts and play them against each other. You may be able to work your way back into certain sections of the city.
