Greg reports that Rot may be planning to attack casters, Supposedly he was angered by Nethki preventing him dragging off Kalil for more questioning.

It seems you and the Greywatch are insistent on clearing bounties and fines. Clark seems to think Rot is allowed to walk the streets of Arabel freely. If you back this claim perhaps your organization can pay the fine for them rather than simply allowing them to walk about? Unless you want such a creature under your service for a tenday.

I assume as there is no poster making it known to the general populace that Clark did not know the orc was exiled or had a fine to pay.
I certainly don't want the orc in the city but do think 15000 is overly excessive.
Perhaps since the druids are fond of the orc it can go live with them

Rotkik was sentenced to a 15000 gold fine and exile by the clerk. His associate Bug was fined 5000 gold. They are to pay this fine to a councilor. If more details are needed, seek me out.

This event was strange for me to resolve, as no councilors were present, no bounty was sent, some bystanders saw an orc abusing a monk and decided to arrest them instead of kill them.
Your guess is as good as mine as to why.
It would appear that some believe he is only half-orc, but given he did not speak a word of common, smelled of flies, and chopped people up for sport, I suppose the least we can do is a fine.
The fine I set was 15,000, and exile from the city of Arabel until paid, but I also stated to all present that the Council of Twelve could reduce it if they felt that unjust.

I suggest a compromise here.
I don't like the orc, but he has been punished partly at least and by all accounts went to the Barracks willingly for such.
He has a like for hunting necromancers. Let's task him with hunting a necromancer on the wanted criminals list and consider this service to the city.
If he refuses or makes little to no effort we can throw him out again.

Well I wrote to him a week or so ago and suggested he hunt one of the criminals I mentioned and he'd be let back in.
He never responded.
I suppose he's been exiled long enough though.
