Case File: Rot the half orc

There's a half orc going around called Rot.
He's frequently talking about plague and seems infested with maggots.
Whilst so far he's not done any illegal acts I know of it would be wise to keep an eye on him

He's acted in helpfull mannar towards the Oath. Just treat him like the Talona followers, he seem to act in a similar way.

He is a plague waiting to happen and even then follower of talona I would want out of the city. He is an orc that worships an orc got of rot. Since when did we become friends with orcs. What's next we befriend kobold, goblins, and ogres? His corruption will spread into something that will cause harm I assure you.

I'm honestly not as familiar with the Orcan Pantheon as I probably should be.
I haven't noticed as of yet any particularly contagious effects, but we should certainly keep an eye on him.

Agreed, the man hasn't broken any laws. However, to ignore him would be foolhardy and to ignore the fact that Yurtrus is tied to the race of Orcs, creatures who's society is a vile and cruel reflection of their deities.

The other night my part consisting of Rotkik, Lucy, Faryn, and The Great Druid Greg were out patrolling the smugglers tunnels. We ran across a man called Kalil, traveling himself. One of Rotkik's acquaintances, Bug, another Half Orc attempted to free Rotkik by assaulting Lucy. We subdued both of them, and took them to the Palace for sentencing. Rotkik was sentenced to a 15000 gold fine and exile by the clerk. His associate Bug was fined 5000 gold. They are to pay this fine to a councilor. If more details are needed, seek me out.

The concerns appear warranted, the man has acted and been punished by the ruling powers. We'll keep an eye on the the man in case they attempt to enter the territories of the city and if no one else nominates themselves to the task, I will see the fine collected myself.

He's been informed of his fine and his exile, and the period of time to provide his fine (a tenday). He was on the City outskirts when I told him, so whether or not he actually understands what the exile means, I'm not sure.

His grasp of common seems very limited and when I've seen him on jobs he fails to grasp simple things like let the scout check chests for locks and traps before smashing them.

He seems to be acting more orc than human, Wasn't it previously established that if a half orc acts like a full orc it should be treated as such and killed?

I have recieved the following statements on the situation

We ran into Kalil of Shar whilst investigating the Smuggler's Route for traces of Neogi. As we were looking through, we heard some fighting and investigated the sound, to find Kalil on the way to a deeper section of the tombs. Asat he was a follower of Shar, Selune's eternal enemy. This took the wind out of my sails, and Rot continued to threaten the Sharran. Regardless of belief (as long as it is not necromantic or of an Abyssal or Infernal nature) I belie I looked over, I quickly realized he was a Calimshite, meaning he spoke my native tongue of Alzhedo. At first, I expressed great joy at finding a kindred spirit, finally having a language I could share with someone, only to discover thve everyone should be given a chance and shown mercy, as well as treated with respect. I was in the middle of snapping at Rot when we were suddenly assailed by around five undead kenku and even more skeletons. We took Kalil with us to keep him safe, despite our suspicions of necromancy (as there has been increased activity in these tombs.)
As we ventured forth, we were met with the sight of around a dozen skeletal warriors, and behind them around three dozen bandits barricaded. Further beyond that were around three powerful blood-based casters, attempting some kind of ritual in front of a winged skeleton, which I presume to be vampiric or fiendish in nature. The writing around the skeleton was Netherese in nature.
We got through all of the banditry before most of us were struck down by the three witches, during this encounter Kalil did nothing to aid us, which greatly aggravated all of us as we commonly work as a team, as is typical of a Sharran. He raced ahead while the witches were distracted and began to read the pieces of the necromancy ritual, which some of us assumed that confirmed he was a necromancer.
Rot however took the most offense, and after Kalil was beaten down, Rot took his hand for being a coward. I was just out of earshot of this until I heard the yelling of my native tongue and agonized cries. Faryn fetched me at this point, and I came over to see Kalil laying in a bloody heap, lacking a hand, and Rot looking on with vengeful glee.
I snapped, for lack of more pleasant words. I felt a rage that I had only felt once before boil up to the surface, the rage I felt when Muric's decapitated head was found on a spike. Red filled my vision so to speak, and I warned that if Rot did not leave, I would burn him. Rot did not leave.
My memory here gets hazy as I was in a blind rage, but I do remember knocking him down and hitting him over and over, splattering his putrid essence over my fists, my dress, my face. I remember the crunching of his maggots and bones, and the thrumming of my gloves as the concussive force of them forced his armor to turn inwards. I kept hitting him for long after he was knocked out, until Mikul pulled me off, and I returned to myself again. My memory from here on forwards remains vague and clouded, but we left the tunnels with Kalil and discussed what to do about Rot, until other events I'm certain you've heard of occurred.
I am ashamed of my rage and even more so of my inability to stop such cruelty from happening. I do not take responsibility for Rot, but I take responsibility for my inability to prevent this, and my inability to control my emotions. I am only a bard, and not a disciplined soldier.

I was exploring the old smuggling tunnels, seeking the entity that we spoke of prior.
I was set upon by the undead. Zombies. Being not much of a warrior, I was attempting to outpace them while delving deeper. They had cornered me, however.
At this time, a band of people appeared. I suppose there is no better term than "adventurers". Greg, an amnian woman with a lovely accent named Lucy, the orc "Rot", and two other faces I've not put names to.
Lucy and I spoke. It was welcome to hear my native tongue. We discussed the futility of her sapphire-crossed "good hopes" for a moment before we started to leave.
Rot, I believe it was, had accused me of stalling to make time for some fouler assault. In perhaps a cruel twist of fate, it was at that moment the rotting, undead Kenku attacked us. Followed by several skeletons.
The group took the fight below and, not missing an opportunity to be curious, I followed them. I stayed far behind until they broke through the front line.
You have seen how utterly incompetent I am in a fight. I'm sure you agree that it was safer for all parties that I remain out of it.
Once they broke the front line, cultists began to attack in earnest. During this much-thinned melee, I crept past the line and began attempting to decipher the cult's purpose.
In my seeking, I discovered that they likely were not infernalists, but instead necromancers. They were studying methods to make undead more resistant to Holy turning.
When I looked back up, most of the party had fallen, so I snuck back, and started checking pulses.
I was struck down at this point by a cultist, but came to surrounded by the adventurers.
They then immediately attacked me, out of some insanity that I was working for the necromancers.
Again- you have seen the magic that I am capable of. Little more than cantrips and armor.
I was thrashed from wall to wall by Greg, in the form of a bear, mauled by his claws, and battered by the rest. I had neither the chance, nor the intent to fight back.
They left me in the hands of Rot. He then took my hand with his blade as some grisly trophy, I assume.
I was utterly delerious for the next several minutes, as I'm sure you can imagine. I remember the group falling to chaos, Rot attacking them, them attacking Rot and each other.
When my mind returned, I was being escorted from the ruins by one of their number. For "questioning". I fear the sort of torture that implies, if this is their response to being weak.
Thankfully, Nethki arrived shortly after we left and removed me from their custody. She proceeded to disinfect my wound and get me back on my feet.
If you read nothing else, then read this. This cannot be allowed to stand. We must seek the strength which I am guiding you towards to stop this degeneracy from happening to men even more helpless than I. We must seek justice. Prove yourself.

If Kalil is a necromancer, he's not a very good one. I've never seen him cast anything more than a first circle spell.
But, to address the actual point of this file. He didn't kill anyone, and while I still don't know what exactly the worship of this Orcan God entails I have yet to see compelling evidence that it is overtly threatening. I think exile might be a bit too aggressive, seeing as how he didn't actually kill anyone, and I am sure we can come up with a more suitable punishment. Make him take a bath, perhaps?
Do any other accounts name the Druid as the original aggressor, or just Kalil's?

Levi, if you haven't heard, seen, or smelled this orc during his time in Arabel you're extremely fortunate. He carries maggots in his flesh and sprays them onto corpses, seems to control the flies that buzz about him, and not too long ago tried skinning the corpse of an elf right in front of myself, Mikul, and Lucy. He claimed that his god demanded that it be done, while the three of us countered his point with the tenets of our own gods. Even in Kalil's account Rot's taking his hand was the cause of discontent with Greg, even after Greg had attacked him.
So no, exile is not too aggressive. We may have set up an impossible fee for him to pay, but the more I see of him the more that my blood calls for his head to be removed and his body burned.

Not bathing is, unfortunately, not a crime in Arabel. Neither is the desecration of the dead, oddly enough. Probably should look into that.
While I don't really care for him much at all, none of these actions save for the mutilation of Kalil are actual crimes in Arabel even if just reading a description of them makes me nauseous.
I don't think anyone important will mind if he's gone, but it does set a dangerous precedent.

The ravings of -one- random halforc should not require the attention of the entire council. Do the Greywatch not exist for this purpose?

Spoke with all those involved in the matter, Treasure Hunter Faryne's recounting of the incident lines up with Kalil's. The group thought him suspicious and subdued him, leaving him with the Orc where he was not moments later maimed. So far sounds like negligence and assault.
However this is the wheelhouse of the Greywatch, it is a mundane occurrence and holds little interest for the Precept
