I think that DM factions cover a whole range of "types" of gameplay, but it cannot cover all.
If you look over the history of Arabel, I think some of you will notice that the most commonly occuring PC factions are what the players want to play. Elf Factions come about every year. Elf Council. Elf Council 2, Elven Warband Elven Warband 2, 3, 4 5, sometimes a few times a year, for example. I recall two to three attempts at halfling factions. The Iron Anvil, the Ironshields, the Stoneguard, all Dwarf Factions.
People -want- to play racial factions, but Arabel has always been billed by DMs as a Human-centric city.
Does this need to change? Should DMs support racial factions?

I've always liked that Racial factions form in-game by players a natural reaction to being a minority in a city where humans are the majority.
DM Factions, on the other hand, are based around a belief, an ideology, or a specific agenda. They are almost always open to at more than just one race. I think this means the players who want to join the DM factions have to develop solid reasons and motivations to do so, and need to prove that they can handle the responsibility that goes along with the perks of a DM-supported faction.
These factions usually play a key role in the politics around the city, are a gathering of power of a certain type that affects citizens in the city, or follow an ideology that can affect how citizens view their role in the city.
Race-based factions are exclusive based on the race determined at creation. Because humans are the majority, the goals and interests of race-based factions usually serve the interests of that particular race first and foremost. They also come and go often. I think if a particular group really works at it, and involve many players, they will eventually get DM notice, like Kilgrave, for example.
I don't know that it's practical for DMs to support race-based factions in a human city. To be fair, that would mean DMs supporting, a group for elves, dwarves, gnomes, halflings, and half-orcs, potentially. That means potentially 5 more factions. I feel that in a place that is human city, with human leaders, other races should be a minority, struggling to survive, and that is part of the challenge of playing one. I love playing an elf, and I admit that it is difficult to play one right now, as most of the population seems hostile to elves, but I don't think having DM faction support is the answer. I am not certain what is the answer, but I just don't feel a DM faction is it. That is just my personal opinion.

Thats not true, a huge chunk of the adventuring population is elf friendly, I rarely ever run out of people to RP with and intrigue with. Heck, a huge chunk of the adventuring population are elves!
The Halflings have their special shops in east district, the dwarves have Thunderholme and Rali, the half-orcs have the secret shop.

Make a pirate faction containing the above and it's a winner
Winning faction.

I was speaking based on my own experience. Yes some people play nice with elves, but I've been called knife-ears and tree-huggers and worse. So it is true, in my experience, which I am speaking to. It has also been the experience of a few other elves I have rped with. Yes I can find people to RP with, but I can also find a lot who are rude IC on meeting just because I am an elf, and they say as much.
And having a race-specific shop is different than having a DM-supported faction. I am all for race and class specific shops. Is that what you mean when you referred to DM-supported racial factions, shops and supplies? Or did you mean more along the lines of bases of operations, permanent storage, and all the perks that go with factions that are apped for?

The players seem to do well enough creating Race Based factions as an when there is momentum behiond them. I have been in a couple of them and have enjoyed DM support when we were at our height. I see no need to create a specific DM faction for such since the PC managed factions work so effectively and ebb and flow with the player base.

A faction based on race is doomed from the start, and isn't entirely interesting. A faction with character and purpose, that happens to restrict membership to certain races is something else though.

the Red Moon did its job that well that the lingering resentment of the elves and their ways still remains after 6 months!

Which is what is great about a PW server. Things change, and have cycles. I'm not complaining about the anti-elf sentiment, I just see it as another challenge. Oppression leads to rebellion, good or evil. And like Lamancha said:

If a DM creates a faction, I think they don't grow as organically out of the current atmosphere.

Organic factions tend to be bland imo, you need to throw them in with some totally alien background and philosophy to be interesting

I like racial factions that define and highlight the differences in the race.
Otherwise what's the point in having races? -
I wonder if much of the playerbase getting older and having more RL time commitments is part of the reason for less DM faction involvement?

I'm too, technically, but I age backwards so it's not much of a problem.
