Lower Scroll UMD DC's

I am playing a level 7 rogue with maxed UMD and not-negative charisma. That translates to 11UMD.
I need to roll a 15 or better to use a level 1 scroll.
Why are the scroll DC's all 25+?

In vanilla Emulating a class with a DC25 is for a value of 600,000 gold.. I get CoA is on a different economy but that seems a bit excessive for a 1st lvl spell value

It's just the default.
Needs discussion but we can change it easily now since the fix to multi class scroll use with UMD Involved

i have been using UMD to do use scrolls, throwing points into the skill but also using items has meant i am doing fairly well with it.
failure is accepted but the pay off when they work can be huge!

With the average lvl on the server at 8th level, a Rogue with 18 charisma has a 45% chance to use a 1st lvl scroll if they put every skill point they could in UMD. That just seems... extreme for the server power level.

It seems the Scroll DC is only jacked to the 25+spell level due to the Hardcore setting on CoA, there seems to be a way to ignore the special Scroll DC and put it back to the normal UMD checks, but I am unsure if there is a way to change it otherwise. I rewrote that entire code months ago and made it possible for the team to decide what DC they want to use for it. Right now its still set to 25 until they make the decision how to approach it and balance it.
But UMD is no longer using vanilla nwn code for scrolls.

Scroll UMD DC is calculated as
25+innate spell levelCurrent system example
Maxed UMD (Level 8) 11
Cha assuming +2
Item assuming +1
Total is 14.That means you need to roll an 11 + innate spell level success +/-45% of the time and decreasing.
With SF: UMD need to roll an 8 + innate spell level success +/-60% of the time and decreasing
Altered Feat SF: Use Magic Device
- This one rewards characters who invests in SF: UMD by lowering the DC check by 3 (Scrolls only!)
Example
DC is calculated as 25+Innate Level
Magic Missile has a DC of 26 (25+1) without SF: UMDMagic Missile has a DC of 23 (25+1 -3 ) with SF: UMD
Now a character needs to roll 5 + innate spell level success +/- 75% of the time
