      Count Immerdusk,

      I believe it would be wisest to execute this gnome privately with the guillotine we have in the Crown jail.

      My reasoning is fairly simple; he expects the rats to save him. Furthermore, he is diseased, and the longer he stays in the Crown the more contagious he might prove. It doesn't escape me that while this seems like a legitimate capture, he's currently sitting in our cells spitting on as many people as he can. I would like to examine his corpse afterwards for the cause and progression of the disease. I am more versed in spellcraft than medicine but I might be able to determine something of it with a cantrip.

      Depending on how that goes, I will recommend the corpse either be kept in a certain way for further study and for a consultation with some other priest or cleric, or that it be burned to prevent contagion. I won't really know until I've had a safe look at him.

      Brief: Defendant searched the plaintiff, discovered alcohol. Made the false claim that alcohol was contraband, took the alcohol by force, then stole 175 Arabellan crowns in 'fine'.

      Charges: 2 Count Serious, cost of goods minimal. Merged into 1 count Serious with moderate fine awarded.
      Total Fine for Misconduct (under normal circumstances): 7,000 crowns.

    • Incident: Loss of Farley's Rest

      Someone reported a corpse on the road west of Slingdyke, so I investigated.

      Roughly west of the town was another village, Farley's Rest. The undead had overcome the town. With a fighter named Nix, I cleared the town of its roaming undead, and we discovered a half-finished ritual.

      On inspection, the ritual was necromantic, though I also detected some extraplanar influence. Although I attempted to dispel it, the ritual was half-finished and linked, it seemed, to a specific dead man who was holding a cup.

      The undead creature and the ritual seemed to want us to 'fill the cup.' I speculate that it might mean the town had been sacrificed to do so, though I could not determine that from the spellwork, just the context.

      There are no more undead in the town, but there are also no more people. The militia should be informed to process the place before it becomes prey to some other necromancer with an itch.

      The ritualist did seem to be a priest, or at least he could cast spells unique to the divine rather than the arcane, and he managed to escape us somehow despite our best efforts. He spent the entire time encased in a stoneskin I couldn't dispel, so I am unsure as to his description other than 'undead priest with a cup,' but he is still roaming out there somewhere.

    • Law Proposal: Consorting with the Monsterous

      Count Immerdusk,

      Following our conversation regarding Elsa Brown, this is my draft of what a law against assisting monsters may look like.

      While adding this law, I also believe it is wise to separate the explanation of citizenship from beneath the list of capital crimes. It also clarifies the path to legal citizenship for planestouched or those with mixed lineage.

      I have changed:

      • Added the 'Consorting with the Monsterous' crime of Capital severity.
      • Moved the explanation of citizenship to be before the list of capital offenses.
      • Explained the path to legal citizenship for a plane touched.

      Laws of the Kingdom of Arabel

      Arabellan Citizenship

      People of civilized descent who do not pose an inherent risk to the Kingdom of Arabel are automatically considered citizens.

      Conspiracy with and/or assisting creatures of evil and traitors of the Kingdom may be charged and treated as a Capital crime at the discretion of the Realm's law enforcement or may have their citizenship revoked and cast out of the protection of the Kingdom's law.

      Individuals who are planes-touched or otherwise possessing a parent from a civilized race must report to the Precept Arcanum there to fall under their cognizance and, if benign, be registered with all reasonable haste, by a parent when born within the confines of, or by their self if traveling into, the Kingdom of Arabel.

      Creatures of evil such as Drow, Lycanthropes, the Undead, and other monsters are to be killed on sight (Normal PvP Rules Apply).

      Descents considered civilized are the following.

      • Humans
      • Half-Elves
      • Half-Orcs
      • Elves
      • Dwarves
      • Halflings
      • Gnomes
      • Kenku

      Capital Offenses

      Disciplinary actions: execution, re-education, or exile.

      Public executions must be approved by the Royal Council of Peers or the Crown of Arabel.

      - Consorting with the Monsterous- The act of providing aid or assistance or abetting in the persistence of monstrous creatures such as lycanthropes, drow, etc., or other creatures or beings posing an inherent risk within the Kingdom is forbidden.

      This makes it clear that assisting monsters within the kingdom is a punishable and capital crime.

      Another notation.

      The rats have been writing the word 'Rot', with arrows pointing towards the Palace.

      I believe I now have enough of their droppings to attempt to conjure them. It has been wisely pointed out to me that the droppings are probably from the multitude of rats, so picking out two specific ones would be too difficult without something directly linked to them - but it occurs to me that we have a volcano nearby.

      If no one objects, I will pull a few adventurers and head up to the volcano or some other natural danger, and attempt to summon as many of the little critters out of the city and into harm's way as possible.

      Another day passes in the shit-covered city that is Arabel.

      As the rats leave even more leavings upon the cobblestones, it is noted that at least one Crown Guard seems to be going about picking up bags placed in front of the noble estates, skimming it out of the decorative fountains, and meticulously cleaning up the Historic and elsewhere.

      They seem to be putting all that shit into prepared bags and appear heavily magically warded.

      One wonders whether they pulled some literal 'shit duty', or there might be something more to this than civic pride.

      The plan as it stands;

      Adventurers

      After some conference, Skull Loheir Darstan suggested we mix Belladonna - of which he seems to have quite a lot - with cornmeal. After some discussion we decided spreading it around the sewers would accomplish several things;

      • It's something to do beyond patrols to motivate the adventuring populace again.
      • The were-rats will likely avoid belladonna - and it is poisonous to normal creatures.
      • If the rats are not poisoned, they will have consumed an edible part of belladonna, and therefore become uncomfortable for the were-rats.

      This plan is meant to drive them out of the city without their realizing it, and to cut them off from their regular food sources.

      William, a Tempan, doesn't enjoy the idea of using a poison so I've tasked him with killing rats the regular old fashioned way. He does not seem exceptionally bright.

      Robin I've put on helping the Skull.

      I'll have some contracts for him drawn up later. Presently apparently he is operating on Sir Everduke's word on recompense.
