Add greywatch NPCs outside the barracks/fix ally tool

Currently the way the call ally tool works, you need to be next to an NPC and then they follow you around until you transition. The problem with the Greywatch in particular is that the only NPCs are in the barracks and if they leave they will go right back to their post. It kind of defeats the purpose as they only place you can utilize your allies is in your own faction base.
I would propose that 1-2 Greywatch NPCs are added around each area of the city in-case their help is required. Otherwise change the tool so that it spawns one in your party anytime you use the device in the city.

If you earn enough prestige, some area guards can change to Greywatch NPCs. But you need to earn it first

That's an interesting incentive, I like it. I think however that it would at least make sense to have Greywatcher outside the faction base at least instead of some random Militia guard. For example, the Precept has their own faction guard outside:

May be cause they have earned the prestige for it, @Zool would have to confirm :)

I think that Bloodhound has always been there

Guard has been there since before the precept had any members, so chances of them having hit some prestige requirement is pretty low.

Will check on it with Zool, may be an oversight. Area guards should change after reaching x prestige

This is a bug, it should be greywatch there. I obviously chose the wrong iGaurdtype of the waypoint.
To fix, Check the areas sAreaGaurd# vars, then choose the corresponding number for the greywatch guard instead of whatever I mistakenly put there.

Not changing.
Not useless. If you aquire control of an area, you can use your guards in that area.
It is not to allow all faction members to have level 9 henchman for nothing to take on quests or PvP.
Don't buy it if you don't think it's useful.
(for instance, in Eveningstar, they have rights to enforce the law in the enter area with guards. This makes it extremely useful when faced with several bountied scumbags while no DM is online.)
