Character not receiving xp on quest turn in

Issue Description: Character is not receiving xp upon turn-in, ECL 2 but other ECL 2 PCs at the same level were receiving xp, tested this on 3 different resets and quests to see if the quest or the server itself was just lagging or being buggy.

I am also experiencing the same issues. No experience for turning in quests. Any news of a fix/reason for this? Seems it could be more tied to the invidiual pcs rather than quest givers. Thank you!
