Telthor Summoning Theme
Using the theme to provide an intriguing hook to what should be considered a very exotic and generally feared culture as per lore of the Rashemi Witch. I understand the Telthor per the lore of Faerun up to and including the Unapproachable East. I feel there will be some tensions between being a law enforcement officer of the Vigilant Sun along with an awakening part of the character in harnessing the spirits of the land and perhaps some characters will pick up on the irony of what is effectively an alien, culturally, enforcing the law of their city.

that said, the creatures need to be verified for balance.For example, the stag has two 2d6 slam and gore 1d8, with 16AC and 56HP, and it's only a Summon III creature. Compare that to the Shadow theme (app only) Summon III creature has 30hp, 14AC, and 1d10 bite)

The shadow theme should probably be buffed in comparison shouldnt it? Most of the themes have more bite than that.

If they had apped first then been approved? Yes, doing it ahead of time just for a single concept? No.
We shouldn't allow players to tailor things for their own personal gain as builders, nor should DMs make tailored summoning books for specific PCs unless its EiG or apped for ahead of time.
Unless we want to clog down with a lot of specialty summoning books? -

It's a slippery road, but if everyone else is fine with it go for it. But my opinion is that it isn't a good idea :)

I'm inclined to agree with Puffy. This would set a bad precedent.

Eh, I would tell them we cannot do something like this again, but they already scripted it so it seems a shame not to use it. So long as we are firm and act with more understanding of the rules in the future it should be fine imo

That said that summon is about on par with most of the summons. In fact the only summons that seem weak so far are the kos ones. That needs to be fixed.
