Too high CR enemies being able to be animated

Screen Shot:Issue Description: Undead from the ice cave optional quest within Dwarven Rescue were supposed to be un-animateable, however now it seems they can be.

i believe the cap is actually the number of hit points for the creature, as well as there being restrictions on creature type.
level has never been dsicussed in any conversation previously.
maybe @zool can give some clarification?

The cap is 200hps base on the NPCs from previous discussions.

Yeah its this.
There's also a variable DMs can use to block them, and all quest bosses are off limits (mostly due to having multiple named zombies being weird)
