Incident report: Back Alley Inferno

The incident began when we spotted smoke rising from the back alleys of the historic district, some time at night. The Precept involved were;

As were Greywatch member Clark, Black Clover's Levi Drago, A dwarf, Councilor Valtyra and the Lovitar cleric Zarissa.
The environment in the back alley was hectic, with magical energies running rampant with literal tears in reality firing arcane energies upon us and the fire awakening into elementals ranging in form to small quite easily managed, to hulking ten-foot behemoths and a scattering of sentient smoke. We arrived shortly after dispatching the elementals to a clearing filled with wards.
This is where we encountered Shaundra, the bloodmage who we assumed awoke during her sleep as she spoke quite extensively of a dream involving doors and shadows within them. I sent the other Precepts ahead to deal with the wards while I made attempts to calm the girl before she could cause further incident. Succeeding, I return to the group as the wards fell to reveal, creatures of shadow, the largest appearing to be the entity from the girl's nightmares made manifest. We felled these and reverted the area to it's original state with liberal use of dispell wands. It appeared the child had managed to use what control she could manage to erect several impressive wards to contain the shadows, and may have a future in defensive arts
During the retrieval portion of the sortie, a fight broke between Gura and Clark of the Greywatch over his attempts to antagonize Shaundra, if this was done the express intent to find cause to slay her on the spot is unknown. He was subdued and we returned to the Sanctum with Shaundra in custody.
It concerns me that I have met others who have had similar dreams, and it may be in our best interest to investigate as these awakenings are now happening in far more violent manner than usual with these.."Shadows within doors" being some sort of catalyst.

I detected nothing casting from or to the realm of Limbo, if that is what you are asking.
The magic involved was... Well, to call it catastrophic would be something of an understatement. In the end, the nightmare apparitions were defeated and the wards that she raised were brought down. The area should return to normal on its own, but I welcome you to apprise me if it does not.
I must reiterate that Watchman Clark's actions after the woman had been calmed (That is, to seemingly intentionally antagonize) were both incredibly foolish and served no purpose but to cause more destruction in order to seemingly feed his ego and need to be the most important person in the room. It was a foolish and selfish thing to do.
The girl Shaundra concerns me, however. What she did in that Alley should not be possible. It is an affront to everything I have learned about magic. She set aflame an entire city block because of a nightmare. People died, homes were lost, and the people are scared witless with her name on their lips. One could claim she was not in control, but there must be someone willing or able to accept responsibility for what happened. The people who's lives she endangered will make calls for justice. I hope then that the Precept is willing to placate them when they do.

These awakenings are what they will be, there is no current means to detect, no way to prevent them, and they can happen to anyone. The Child in question is by all intense and purposes, human with very distant elven heritage for less than what would even classify someone as a Half-elf. I will be attempting to raise funds for the damaged district, but rallying against the child is akin to rallying against an act of nature.
No registry would lessen it, but I feel with further funds set into the Precept Arcanum it may be possible to respond quicker to any future events. The Magic that detects teleportation from outside forces into Arabel, might be able to be changed to also detect wild releases of magic, effectively giving the Precept Arcanum a means of pin pointing a location and with hope. Reducing the impact the event has on the surrounding area.

People died, Naresh. We watched it happen, and then very nearly again several times over.
And even if I agreed with you, and I do not, the commonfolk will certainly not see it as a natural disaster. You saw them as you left, they were one misplaced word away from mobbing the both of you.
I will offer my aid however it can be had in helping those who were harmed. Simply name what can be done, magically or otherwise, and I will do my best to contribute.
We see eye to eye on many things, Naresh. This will not be one of them.

Shaundra is definately guilty of arson, necromancy and it could be argued murder.
Whilst Clark may have been antagonisitc he was correct in the fact the girl is a danger.
You cannot expect her to face no consequences, Or if not her someone from the Precept must take responsbility and answer for her crimes

And yet your response was to immediately call for the registration of bloodlines, even with the knowledge it would do little to curb future events you unmitigated vulture. Your attempts at power are as blatant as they are self serving. If you were so in-tune with the people, you would be aiding them rebuild rather than swing your stick.
The Precept Arcanum will be taking steps to assist those displaced, but we will not bow to a vigilante group with dreams grandeur.

Do check the files here, I had been calling for the registration of bloodlines before this even occured. I penned the motion a week ago. People are already turning on bloodlines, charging them more for goods and even banning them from the Falcons Rest

Assisting the displaced is not answering for crimes, it is trying to sweep them under the rug

Regardless, any attempt at registering sorcerers will be ineffective at best, and a waste of time in most every occasion. The mechanisms involved in becoming a sorcerer are well beyond anything we can understand and date back to eras well before even Mytra as the god exists now, bloodline is secondary, anyone can awake at any time, child, adult, elderly, an Orc in the woods could simple burst into flames.
So unless you intend to keep a sample of every person in Arabel on record, you will never be able to predict when the next one awakens or find a sorcerer if they do not wish to be found.

Cease trying to change the subject and avoid the issue.
Shaundra commited necromancy and arson and cost people their lives.
Justice must be done and a trial for her held by the council.

Ten, perhaps thirteen. She was alone, frightened and using the gifts she only just been given to hold off entities beyond her understanding with wards she had to create without prior knowledge. She has amazing potential to aid in protecting the city from magic incursions, she just needs the chance to learn them.

Too young to be really dealt with in a legal sense, but from what your writing.. .she's got a fairly insane amount of power she can't properly control.
I'm not sure how you run things, but that child needs a steady hand on her shoulder. Power like that at a early age can easly corrupt, but with the proper teaching she could be a real asset to this city.

She'll have multiple teachers, working with her through out the day. She'll be a live in and she showed an amazing level of character by refusing to leave, by her words "If I leave, they could get out and hurt others". If the Awakened showed malicious intent , I would have slain her on the spot and be done with it, however, that was not the case.
I believe she has all the aptitude to grow into a powerful force for the cities well being.

That is not to say that she will need to repay the city for damages, we had attempted to broker a settlement of five years confinement to the Sanctum and twenty years of mandatory service to the city of Arabel with a significant coffer investment to given to the church of Tymora to aid those displaced and pay for the lose of life incurred by the unfortunate event.. This however has been significantly hampered by the Greywatch.

You have not been hampered, You have been told you will not sweep this under the rug and avoid a trial.
A donation to a church of chaos to try and make right the damage and chaos caused by a dangerous caster is laughable in the extreme.
Donating to a church of order such as Helm would be more fitting

The determined age of this sorceress is twenty-five years old, we found some birth documentation left over from before the war. She is a local to Arabel, daughter to Linda and Philip Gardener.
Her powers must have manifested due to a traumatic event, to happen later in her age.
