Build Advice - Archer

Id say go Half rogue and half fighter. That way, when you get flanked, you wont get ass handed because you have that dodge feat. Secondly, when the sneak attacks are added to your damage output, you will have alot more fun.
Otherwise go for ranger. I had a pure ranger, who with a longbow, 16 str and 18 dex, did enormous damage dealings against Favored enemy.
But build advice, id say go for a mix of stealth and archery, or it will get boring quickly. And dont ever forget getting weapon finesse. It makes your survivability alot higher when you can no longer use the bow.

make a cleric in full plate and take zen archery.

Also try out those crafting skills for those special arrows. Your build will probably make getting the materials pretty easy. (Stealth?)
And occasio arrows are pretty boss.
Full plate rogues are 100% viable.

Is there something wrong with a rogue who would sometimes be an archer, sometimes be a scout in light armor, but when the situation called for it, to be a front-line tank in plate?

I played a rogue in a full plate. He was called Crispy. SLIIIIMMMMEEE CULTIST!

Only issue with a full plate wearing archer is that people assume you can tank, even if your con 10 and can't hit for toffee up close!
Also it tend to be wise to assume sooner or latter your archer will get engaged in hand to hand, in most cases your best off with a 1 handed weapon and large shield, I also disagree with O'louth on the importance of weapon finesse however. Most archers should least put a few points into strength to get some mighty based str bonus to damage, which should give you enough to hit to use a longsword properly, so unless your str 10 , dex 18 or such, its likely not that important.
Additional your likely playing a more defence strategy up close, so a feat like expertise might be more helpful.

I am currently attempting a crossbow cleric, toughness, point blank, rapid rEloD, Zen archery, 16 wisdom starting. Have been planning this for a week or so, wish me luck!

archer and barbarian dont fit very well together RP wise.
pure fighter archer is one way, as Arkham showed. Pure Rogue is another way. High dex, 16 +, preferably 18. You do not need a very high str as you'll have sneak attack to compensate if you arent afraid to get a little closer to the battle, unless you end up fighting constructs and undeads who are immune to sneak attacks -_-. Then some strength might help get some more dmg in. Or magic arrows. Point Blank is a very useful feat since with sneak attack with range, you need to be close enough for it to work and with Point Blank you are sure you dont get any penalty. You can grab weap focus also. If you go pure rogue, the more levels you have, the higher your sneak attack is. But if you crossclass with fighter, you get access to more weapon specialization skills.

Small caveat in Matriarch's advice with the rogue (all fine advice, by the way!) If you do multiclass with fighter to get Weapon Specialization, remember that you can ONLY get Weapon Specialization after having FOUR levels in Fighter.
Which is total BS if you ask me, but I didn't design the game, so meh.

Don't think so. Deflect arrows feat needs you to have at least one free hand, and if its an archer you'll be wielding a two-handed.

If you get to lvl 9, go extended spells.

Why Milil? Red Knight can have Nobility and War. Zen Archery is no good on CoA: You need 13 DEX anyway for Rapid Shot so you're only spending a feat for a chance to get slightly better Will saves, while still needing some DEX to be optimal as an archer.
