Misa and the Southhorn Ritual

To the most esteemed Dame Drakebane and my fellow peers,
A project of merit has been brought to my attention by one miss Misa, head of the Golden Leaf Merchant company. For some time now, the dead have risen and wandered around the Southhorn near Eveningstar as you all know to be the location of a deciding battle between the forces of Cormyr and Arabel.
I've attached a letter from Misa here for you to read over at your own convenience. Basically what she proposes is to begin work on uncovering what it is that's causing the undead to appear there and, eventually, allow them to finally rest once and for all.
Misa herself is a humble merchant that grew up on a farm and is a native to Eveningstar, however, I've found her to be quite the brilliant person. She has started her own Merchant company, and has done great work and service to the population of Arabel already. She's donated much of her time and efforts in supporting us with arms and armor to deal with both the Gem and Zuguk threats, has outfitted many of the adventurers of the city in her high quality wares, and even supported the farmers and peasants who were suffering from the blight on the land. She's an Abjurationist as well to boot.

As you might have read, Misa's plan does involve communicating with the dead there, which also includes the Cormyrian dead. A focal point for her project also uses a War wizard's staff, which I am lead to believe is contraband. With permission however, we wish to use some of these items. They'll only be used for the ritual, and we'll have other councilors working closely within the project as well to help keep an eye on things.

Misa's plans did include using specialist from different schools of magic to help channel the magical energies involved. So far she has been able to gather three or four specialist who are willing to help, though it is anyone's guess if she can gather all of them. As a last resort, I am humbly requesting the assistance of the city of Arabel to help fill in positions of specialist that we end up not being able to find.

In order to work more closely together, I've asked Misa if she may be interested in one of our merit seats as a few have opened recently. She declined, however, one of her associates within the Golden Leaf company, miss Zenni, may be interested. It seems like the late luckbringer Grete was trying to offer the position to Zenni as well, but had to revoke the invitation due to limited positions. With permission, I wish to send her an invitation one again.
I've spoken with her about her plans, and convinced her to bring her idea to the council as a project this large could hold a few potential problems for the kingdom. It is my hopes that we can aid her with this project of hers, and with your blessings Dame, have it be sanctioned.

A letter is penned back.
Councilor Thatcher,
To fully understand the scope of this undertaking I advise you discuss at more length the potential problems which this may cause our Kingdom. It is good of you to take on such an onerous task. Surely your heart is in the right place, but I wonder, what will it cost us? As a councilor it is your place to not just wholesale resolve threats. The curse has been known to us for some time, reported on by your predecessors a myriad of times. One must consider the failings of their peers and weigh it against ones own trials.
To begin, an outline would be acceptable of Misas' hypothesis, and of course, her respective theory on those negative affects which were so briefly mentioned. Has it been peer reviewed by an outside member of her community? Is this process which was decided upon collaborative, or are you merely following your gut in trusting your friend? I am sure she is good natured, well mannered, and educated in the ways of the arcane. But this is not guesswork. We do not simply trust our friends when weighing the wellbeing of our kingdom...
I would see this decision made by 12, not one.
