An admitted Cormyran soldier, though his situation is complicated. An associate to the Lovitaran Mistari. He's set himself to this task with no small amount of determination however.
I would agree to his access of the library, but only under escort to ensure he's researching what he says he is. Given how many militiamen are already within the Palace this shouldn't be difficult to achieve. I'll hold a vote for this when I've finished my business for today or when enough of this Council has given their opinions, whichever comes sooner.

Agreed, so long as the man is scrutinized at all times while within the library. It may also be wise to follow up on his plans for the sake of record keeping. Better observed than allowed to find sources beyond our gaze.

I'm not very storied about the South Horns, but Sir Nicholas did recount how it was the site of a great drowning of both revolutionaries and Purple Dragons. Perhaps more records of such?
