    shamrock gardens quest, skill fail = quest fail

      Issue Description:

      the quest cannot be completed if the persuade/intimidate check at the end is failed.
      the journal updates but you are unable to complete and are forced to fail the quest to close it.

      not sure if this is by design, assuming not.
