Strike is a good man with a sense of drama, a fondness for silliness and a real serous drive to try and make the world a better place (hence Lathanderite). After poking the city for a few days, he knows the True Sun with its rather draconic sense of order is getting restless and frustrated, the Crimson Guard with its Queen-To-Be seems to enjoy fighting for the sake of fighting and law and order in the city is a joke.
So his agenda is simple, make Misrim top dog, Islyn the Queen-To-Be and find ways to make Misrim less dependent on other factions politically.
Towards this end he be doing several things.

Holding weekly “city meetings” in the Misrim estate, in which Misrim chairs. This will allow Misrim to keep on top and control the direction of plotage, while helping to cerement their position as being the “legitimate authority” you go to about things and (mostly) obey. This will also be part of general drive to gain more political power and leverage.
Seek to become a heroic symbol of Misrims goodness and might! Basically, hero and act as the shining light against the darkness that cannot be put out to create good PR and inspire others. The endgame goal here being to win over the loyalty of enough mercenaries to Misrims cause, that the Crimson Guards are basically redundant and setting up Queen Islyn Misrim is closer to reality.
