Thayan Arena/True Sun Arena

One thing I noticed in the new revamped Thayan Arena is a difficulty DMs had in finding appropriate npc fighters in the new scale/low supply environment. I should say, I prefer the low supply environment since it makes wizards a bit more competitive in dueling.
One thing I prefered in the Thayan arena were NPC spawns as opposed to a single NPC which can be extremely hard (A wizard that could cast finger of death, cleric with AB 13 - level 10 or 11?) or extremely easy. In contrast, the scaling with NPC spawns are much easier for players to understand how difficult a challenge will be. It should be said, I really liked the "gladiator" viewing room, where you could see some NPCs that could become important in plotlines, and maybe those challenges could remain but with a warning that those particular challenges will be tough.

We aim to create a DM-less arena players can use to host their own events in the near future, scaling to the challengers level etc.

How would that work in practice? I kind of NPC that will spawn enemy mobs and drop a specific loot item?

Not 100% certain yet, we're looking over ideas and what is possible :)

Eventually there will be a gladiator system that will roughly generate loot/creature with a challenge rating between 1-4, and you win a piece of loot appropriate for the challenge/level of the encounter.
1-4 = weak gladiator battle.
5-8 = medium gladiator battle
9-13= difficult battle. The player would deposit an amount of gold (non-refundable) and would say 'start' and whatever. details pending.
As for the True Sun Tournaments- they are done by me, for the explicit purpose for my enjoyment. No one needs to participate if they don't want to.
