I was able to speak with with mister Ercole the other day, and he told me how he was an apprentice studying under Kincaid who has left the council. However, he is not a full Luck bringer yet and is not an official part of the Tymoran church, so if they did join the council it would be as a merit seat for the time being.
I also agree with Pierre that this man sounds like he has good intentions, but has yet to have actually done anything merit worthy. My vote for now is undecided.
This is why it's important to discuss before voting.

I met with Mr. Crawford today. His words are fine, but this is a council that is for doers, not talkers. Let him prove those words with deeds and then I shall support him.

Unless our superiors invited mister Crawford on the council without warning the rest of us, he seems to be claiming he is a councilor.
Whoever sees him first, kindly remind him he has not been voted on yet.

Your eagerness to be done with paperwork is showing.
We can't just take someone on and THEN get to know them and their aims. If 'he seems okay' was sufficient, half the country would apply.
