The offer to Sir Matrim Kingsley - the Bastard Dragon

Many of you are aware of the Dragon Bastard known as Sir Matrim Kingsley. I would like to put to a vote offering Sir Kingsleys' rogue organization "the Ghosts of Cormyr" amnesty, in trade that Sir Matrim Kingsley is tried for his crimes against Arabel. His sentence would be to serve Arabel, and not be allowed within the city walls until he has proven loyal to the revolution, and of course - Loyal to Arabel.
The conditions of the proposal:
- Ghosts of Cormyr given conditional amnesty.
- Sir Matrim Kingsley required to commit military aid to Arabel for a term of service.
- Sir Matrim Kingsley prevented from entering Arabel until the term of service is completed.
Please note - this vote is to decide what we offer Sir Matrim Kingsley to bring the Ghosts of Cormyr into the fold as military support. He may not accept, he may refuse a trial, but I want the Council of Twelve to be united in what we offer him in the days to come.
Does anyone have an issue with me putting this to a vote?

Are his men to face no consequences for their involvement in the slayings of Arabellan citizens?

I've been thinking a lot on the Ghosts of Cormyr. The most I can think to do is exile them - however that in itself would give us less disciplinary actions over Kingsley himself, and would of course make the common folk treat the Ghosts of Cormyr as second class citizens.
They are already banished from Cormyr, hunted by their own kind. They have nowhere to go, but Arabel.
If we force the Ghosts of Cormyr to on an individual level be held responsible for each crime, then we hold them to a different, higher standard, than we hold ourselves to. This would not be justice.
I advocate that we give these people a chance to do the right thing, to join us and make our enemies, their enemies. To start a new relationship by holding past grievances above their heads, would be planning for failure. Release them from their burden and let us see what they can do.
Their leader, Sir Matrim Kingsley, will be held responsible. Solely. It is my belief that if he takes on this burden we will learn much about the man who waged a ghost-war against us, who is hated by his own country of Cormyr. Perhaps in time we will come to trust him, and he will be accepted by the Council of Peers. These are the hopes of a proud Lathanderite. We cannot know what will happen unless we give peace a chance, and strive to heal the land, to give people hope.

I suppose you make some sort of logical sense. I'm sure there's something about honor and chivalry wrapped up in it. But I agree that we need all the help we can get to fight the Horde.

Do we tell him what the sentence of the trial would be should he lose? or keep that to ourselves then? How am I to know if it's not written down?

The Dawnknight and council said his sentence is to serve Arabel, then the trial is complete and the proposal may be sent to the Ghosts of Cormyr and Sir Matrim Kingsley. He cannot serve us, if he is barred entry.

Friends, the ghosts of Cormyr are being hunted down by the White Witch. In the past few days I have discovered first hand dozens of corpses slain by the horde with indication that the Ghosts of Cormyr were their target.
Send the message now. Give the Ghosts amnesty now, and bring sir Martrim Kingsley into the fold.
The letter offers conditional amnesty to the Ghosts and military service to Kingsley. Tell him after that is done he will be judged on his contribution to the war.
There is no time to lose. Send the message. We can ha e him meet us in Eveningstar if he wishes to deliberate on terms.

Matrim Kingsley and his Ghosts of Cormyr are to be granted amnesty for their crimes under the following terms:
Matrim Kingsley and his men, "The Ghosts of Cormyr" are to serve alongside Arabel in the war against the White Horde.
Once the war is over, Matrim Kingsley's contribution to the war shall be judged by the Leadership of the City of Arabel in a trial for their previous crimes.
We will update the council with a response.
