Shadovar

A few people have asked if it's possible to play shadovar or to play PCs in a Shadovar faction, and I've seen it mentioned on IRC once or twice. Here's the skinny.
The shadowswyft template is available for subraces and has been for two years. Unless somebody has taken it out, it is still available for application. It's not exactly the same shade template that the Shadovar themselves have, but it's close enough.
There is no Shadovar DM faction at this time, so there is no faction to apply for. Yes, the Shadovar are in the mod, but they have been consistently in the mod for the last three years. Now they are active again, but there's no change in our policy to playing as an agent of the Shadovar.
It is possible to apply for anything on City of Arabel, even if we don't have support built in for it. That includes Shadovar. But remember that applying for things that we don't have support for is often more difficult than applying for things we do have support for. Ask previous players of approved clergy for deities without a presence in Arabel, or Gondegal's original agents, Zhentarim spies from years past, or Harpers- you have to be really committed to a concept to be successful. Therefore, we usually submit those applications to greater scrutiny than others, simply because there is such little support.

Also, for anyone thinking of this, keep in mind the vast majority of the citizens of the Shade Empire are humans, not Shades.

This now needs revision.
With Sephridus swearing fealty to the Shadovar, the Shadovar faction and the Candlekeep faction have merged. With the new power behind them, you may have noticed in-game that there's less confusion about their goals and that the characters are more open about what they intend to do. It is now possible to apply to play in the Shadovar directly.
The merger is much the same as the Red Hart/Court merger. Shadovar, Candlekeep, and New Kilgrave are the same faction, ultimately reporting the the same NPC (Lord Chancellor Sephridus) and working on the same goal. However, they have distinct methods of working on that goal. The Shadovar will spend their time exploring the Helmlands, looking for artifacts of great power and participating in subtle politics while Custodians scour the ruins and participate in the public polity of the city.
Right now, it's the fullest faction we have. Good enough concepts can still get in, but I know that I'm personally leery of exceeding the six person cap when we have other factions so empty. As exciting as it might be to play one of these characters, please seriously consider CoG, the Sheriffs, and Court Heralds.
