Persistent storyline information vs mystery in the game

what would be a good template for a 'rumour' or 'word of mouth in old town' and such? I think it would be great and involve more people if there were more 'plot hooks' and such to bring people into the fold, but I also realize having everything out there for anyone to see destroys believability, fog of war, kind of the opportunity to explore and discover things… part of what makes the game cool and fun.
I would like to see more people posting tidbits, either in their journals, in rumours, etc, especially with dm events that are tied to plots that involve many players.
Perhaps a template of what a good 'rumour' or 'word of mouth' or even journal entry might be would be useful to people (like me) who might like to participate in this more... balancing the two elements of giving useful storyline information to players, especially new players who don't already know, but maintaining a certain mystery and opportunity to 'find things out IN GAME'.
Any other thoughts on this? Anyone want to hazard a try at what such a template would look like, or what the criteria might be for one ?

Rumours are vague, with details missing, or the wrong way around, or just made up and over inflated. No need for a template. Rumours also happen because something is beyond the norm. Not for every small. Thing that happens

hmmm.
Who what why where when and how… perhaps some critical keywords or phrases that may clue people in to the related topics, without spilling the beans...
perhaps with each given rumour, a sense of who is saying something, to whom and from where the rumour is spreading... which might also suggest the groups to which said rumour is of most interest...
perhaps misperceptions that tell you something about the biases of those spreading the rumour...
