[Discarded]Enforcement of the law - Marshal's

To minimize the anarchy and chaos of the past, I propose that any citizen can be given the title of Marshal, by a simple permit offered by the Crown or the Palace. A marshal tasks themselves with upholding the law, to the best of their ability, outside the confines of the stone walls.
A simple badge is given to said marshal, showing their authority. Their background, their colors of arms, or anything else, is redundant in this situation.The Marshal is tasked with upholding the law, and investigating potential criminal activity. Should a marshal prove worthy and proficient in their duties, it will be the decision of the Crown or Palace, whether further perks of office are granted.
The OOC
Instead of making a new guard faction, and wasting time with forums and the like, if someone wishes to play an enforcer of the law, they get a "badge" and can enforce it however they wish. If they break the law, so be it. If they are a bit dirty, all the more fun. And if several players band together, create a player faction for it, they can build it into something more. But otherwise, any pc who wants to, can be a "lawenforcer" in areas without blue npcs. -
This proposal is not without merit. Following the war, the Militia numbers are hurting and the nuances of the law are being ignored. I, however, recommend an extensive vetting process and will write up a suggested code of conduct and propose it as well. For at least a time, we may need to rely on trusted adventurers to serve as the more proactive arm of the law.

The OOC
My idea was to keep it simple, and to minimize the need for DM involvement. The more restrictions we put on an idea such as this, the more "work" we add to the dms to administer. So just to make clear, I was not aiming at making it a special position or needing extensive DM involvement. That would come into play, when a marshal would be allowed to enforce the law infront of blue npcs. -

Marshals will still investigate and maintain order in the city as well however, I believe the suggestion was merely because the Militia does not stray beyond the walls, necessitating an additional force of volunteers.

OOC: I think the beyond the blue NPCs thing is just to take PVP rules into consideration when there is no DM. Perhaps we can flesh out in the future whether various ranks of "Marshals" would be allowed to PvP in the city like the crownguards could flesh that particular thing out as we go.

Either a curious adventurer with a zeal for justice, or the militia can hire an investigator should the need rise. I would imagine a marshal could investigate as well.-Leaf

A marshal can investigate, but earns the right of enforcement through merit, making it EIG and case by case basis in terms of the PC in question. This minimizes the need for dm involvement and maintenance, and stops the idea from becoming just another militia faction that the dms need to keep track of. -
Adventurers granted the ability to enforce the law will be judged per a case by case basis, titles and formalities should not be detailed in a lawbook.
