Add a bounty hunter to Collinwood

Per title, could a bounty hunter be added to Collinwood?
You have to go back to Arabel to turn in anything otherwise. Would be nice to have one at each ends of the server. There's one in Tilverton, Immersea and I think High Crimmon, but non out west with Eveningstar destroyed.
