This cabal of cultists, have been left unchecked for far too long. The number of foul blooded horrors, mad witches and warlocks and inactivity towards their "charge", has proven beyond a doubt, that they are wanting in all regards.
Thus my plan:
Step 1: The foul blooded Registry.
We start up a registry of all with non normal blood, who travel in and out of Arabel. We introduce a law, which will offer them "The Protection of disturbance", meaning if they register with us, they will have a heavily watered down version of protection within Arabels walls, as long as they behave, and under the explaination that "We wish not disturbance of the peace".This will force the Precepts to react. They will then be offered a choice:
1: If they cannot bring Izereth in, ALONE, then they forsake their charter permanently.
2: That they can be allowed to offer protection of citizenship to their foul blooded members, provided they support our registry and comply to it, and submit to our rule within Arabel.
3: Approach House Mossmere, and earn their support to reestablish a Spellguard division, perhaps with one of them in charge?If they fail Izereth, which I believe they will, then we stop their madness, remove their charter entirely, and welcome any non foul blooded member into our spellguard division.
They will submit, or they will be cast out.

Why register those who have commited no crimes, Being born with an unfortunate bloodline is not a crime.
Gaining the suport of House Mossmere to start a spellguard division is a good idea though, However no adventurers currently desire to join. I did approach Fyevarra on aiming to join as she is a talented mage but she is against working for others permanently

Tieflings, and others with an infernal bloodline, have been known to cause far more trouble than the ordinary citizen. With the issues in the Hillmarch, I believe it is vital that we have the most information at hand. They are not being rounded up and shackled, or branded. But that we, the Crownguard, keep a closer eye on these creatures, I see no issue with.I hope it is not your close ties to the Precept Arcanum, that are causing you to make such a stance?

Its my faith as a Helmite, we protect the innocent, Whilst yes tieflings do have a tendency to drift to darker paths it is not certain they will do so, Encourgaing them to not give in to their blood is much more effective than forcing them to register which will no doubt cause resentment towards the Crownguard.
Would you have celestial blooded beings register too? Those with elemental bloodlines?
If a citizen commits a crime we punish them, If we suspect them we question them, we do not harass the innocent simply because of what they are

They are not citizens. They have no rights. Your bloodhound friend can be lynched on the streets, and her murderers would at best be punished for disturbing the peace. Any Precept who sought to avenge her, would be committing murder.A registry is not harassment. It is timely planning. Information is as vital a part of vigilance as oiling your sword.
You were hell bend when it was a former noble, but tieflings are where you draw the line? Are the Cabal lining your pockets, Swift, or is there an actual reason to protect these montrous troublemakers?

I had nothing to do with Ambrose besides highlighting he was not a noble and could be charged if anyone was inclined and reported what I consider to be very odd behaviour from him towards others that hints towards the possibility of Lycanthropy which may warrant further investigation and asked you to look into it.
It seems that you would rather pursue a vendetta against the Precept, I would suggest you are acting out of vegenance due to feeling embarrased that the Precepts Founder ejected you from the Sanctum, You did after all want storm the sanctum with myself and Adelaide to fight all the Bloodhounds to drag out an elf afterwards.
If a tiefling becomes a threat to the people rest assured it will be dealt with like I dealt with Siona and Volmar, However I wont harass them simply for exisiting

I understand your hesitation to give sensitive information to them, but I believe that Pilotess will be running a tight ship and that perhaps they might just be able to repair their reputation.
But more importantly: Just how long did you intend on sitting on anything relating to Izereth? You have a letter?
What else might you have that you haven't shared with us? You know, your colleagues and allies and local law enforcement of Arabel, the Crown Guard, those that wear teal, the very same authorities that ensure the safety of King and Country.
It is almost suspicious.

To quote a man I recently spoke with, "Are you angry you were not invited?"I have no vendetta. To hold grudges needlessly is a trait of low character Wilhem.
No, they have failed their charter twice, allowing first an infernalist, and second, a beholder witch, to go unchecked, and making very few attempts to limit the damage caused. It should be them who held the beholders at bay, not the wildwalkers.
The letter contains some of their secrets, but mostly Izereths story, which I fully intend to publish, once I am finished writing it.
And finally, I was given the tools needed to empower the ward of Tethgard, which is keeping the chaos of limbo from spilling into our kingdom. Where to I brought trusted Crownsguards, and a Precept Bloodhound, showing precisely how little a vendetta I have.

I care not about what you did in Tethguard, nor who you brought. It matters not.
How does the Precept Arcanum know you are in possession of this, yet we do not? Why did you not disclose that you have it in your possession? How it came about to be in your pocket? There was no report about it from you. Why were you, only when called upon by the Precept, prompted to finally part ways with this knowledge?
All I'm asking for is the truth, and it seems you are not willing to tell the whole story despite being a "storyteller".

A will was delivered by a cultist of the Eye to Sabriel Florent, pertaining the Will and testament of Izereth Caul and the keys to entering Tethgard. Considering all present at the time I judge myself incapable of destroying the keys forcibly to keep everyone out of Tethgard for good or ill. Needless to say the keys are now in the hands of Lady Florent.I also include Elrinde's followup report on the Tethgard expedition:

We ventured into the depths of the complex ruins, the winding corridors are irritating to navigate with such a large party. We came upon the same guardian Izereth came upon all that time ago. She told us the seal was cracking and needed blood sacrifice to power the ward.

These names pledged blood and soul to the land and to guard it for eternity in death. What boons they gained from the Lady are unknown. There was no instances of foul play. I kept mostly silent and observed. Perhaps something we all could do with for a while.

Did you attempt to capture or kill this cultist or did you just let them leave fully intact?

Did you stop to consider that Izereth, an evil cultist, wanted someone to do this?

From what has been discovered it seems the Lady was a Netherese ruler of Tethgard whose civilisation tapped into Limbo and the being who became the Lady willingly sacrificed herself to seal the tear.
The ruins also likely predate Karsus Folly as a voice can be heard singing a song

Inside the ruins is a cave painting of a Slaad enveloping the world, Likely what others believe would happen if the seal hadn't been formed or was broken.
Another painting shows people on a bridge of stars, The people seemed to be dancing, Likely some great achievement they achieved.
In the main chamber were statues of women with their wrists slit and what seemed to be magical energy leaking from it and murals on ruins
One shows a floating city above the forests and the Blacksand family crest,
The other was conjuration runes in Netherese but faded as if someone was trying to hide their purpose
Finally was a statue of the lady with chains straining at conjuration runes, Likely the runes of the seal
There is also a portal that goes to the Ladys court where a servant of hers seeks people to pledge to her and offer blood and essence to her to strengthen the seal and says a boon will be bestowed upon those that do
I expect the King did such whilst he was still wanted by Gondegal and before he was King
DominicOne concern that I have, beyond pledging blood and soul to an entity we hardly understand, is the fact that Izereth, whom held keys to Tethgard, might have somehow managed to befoul or taint this Lady, especially if the seal has been weakening. You could have played into her hand by doing this "good deed" so to speak.

I wish everyone to know that I do not question the King or Queen. No, if anything, I question a haphazard journey into Tethgard and a women desperate for glory and coin that she would heed the words of a deranged cultist and throw herself into something beyond her understanding.
I hope that her actions do not harm or taint the Lady, or the King or Queen in any capacity.

I am Roshesi Sereisia I commonly go under the name "Unicorn" in the wild walkers circles. I don't expect you to know of me. However I am desperately in need of your aid, some days ago I gave blood to the lady of the grove to help seal the slaadi. Now I need to speak with her if that can be arranged.
Izereth has for lack of better word cursed me, I look quite horrid now as if you asked a child to draw a three horned unicorn, then told them to draw that in the vague shape of a woman. I have others helping me through arcane research but I feel that isn't going to help.
I fear I may have been merged with a unicorn in Izereths cruel fashion and only they can help me. I wish to ask the Lady if she knows any locations where unicorns might be.

When I was brought onboard, Courtier Raele Darendaal was clear in her objectives regarding the Precept Arcanum. Find ways to diminize their influence. Look to House Mossmere, gain their favor.
Lord Immerdusk made it clear that if at all possible, we should find ways to renegotiate the charter of the Precept Arcanum.They have failed, many times over. Yet despite all of this, several Crownguards seek to help them strengthen their position, even at the cost of the influence of the Crownguard. This baffles me, and seems contradictive to our agenda.
Has something changed? yes, but not for the better.
During my investigation of Billy's actions, I learned something vital. I have spoken with Polly of the Arcanum, and she comfirmed it; The Precept Arcanum are fighting tooth and nail to increase their influence. And their current way of doing so, is trying to broaden the scope of their "Stray" definition, to include -all- who might pose a threat to the Kingdom.
So instead of biting the hand that feeds you, perhaps it is time you actually understood our agenda, rather than hinder it actively.

The Lady of Tethgard is a pagan spirit, and while I am hesitate to criticize my liege about his relationship with the undead (and let us not lie about this, she is a spirit of a queen who refuses to pass on, thereby quite clearly a form of spectre or undead) it -is- troublesome, to say the least.
While not all undead, as any educated noble will point out, fall into the abyss of evil and resentment, almost all do. The Lady, we can assume, is not some creature who hates all living as clearly their majesty sees fit to extend a modicum of trust to her and invite her presence in our temples...
Frustrating to say the least, but we can rest assured that she is no aberrant eye, and but I am reluctant to decry Wilhelm is incorrect in being suspicious. I do not fully understand this relationship, and I am loathe to say people should embrace it, either, it is the duty of the Nobility to question their Royal Highnesses if they think they are being led astray, and this is one such case in my mind.
Still, who am I to say that the relationship is wrong? The Mossmere seem content with King Matrim's relationship, and Queen Kestrel probably is privvy to far more than I....
