Defiling the Dead, such as graverobbing, desecration of tombs, mundane manipulation of the dead, etc. Serious Offense, with multiple counts upgrading severity to Capital.

House of Ash
Sentient planar beings will have own agenda. Should be rare, if ever, to be summoned to plane.
Contrary to popular belief, not all Necromancy is done with malicious or evil intent. Time, place, intent. There is merit in seeing from different perspectives, not just from own.

Offer suggestion for repeated Lesser Offenses:
Make things simple. Three strike rule. Each strike, fine increased. Fourth strike, upgrade offense to next level.

Offer suggestion for repeated Petty Offenses:
Make things simple. Three strike rule. Each strike, fine increased. Fourth strike, upgrade crime to next level.

Officially recognized organizations by Crown should be granted permission to study Dangerous Phenomenon, submit proposal when undergoing said research. Full transparency required with authorities. Should not have secrets.
Precept Arcanum prime example.

Will make suggestion here.
Summoning Occult beings should be unlawful for all citizens- unless sanctioned, approved, and permitted by nation's law enforcing agencies, such as the Crown, House of Ash, Church of Tymora, etc.
Documentation and proposal should include reasoning behind summoning.
Burden falls onto summoner(and allies) to perform such deed, as long as it is done safely and securely and summoner has proven history of no criminal activities. If crimes are committed, will know who to investigate.
Summoning a Demon, Celestial, or dead Spirit for express purpose of questioning should be permissible. Using these outsiders to do harm against the nation and citizenry should not.

[OOC: With other threads mentioning paperwork, permits, and shit... I just want to make sure this doesn't get out of hand. Paperwork and stuff is fine every now and then, I just hate it when it becomes a second job to play in a faction coughlookingatyoumilitiacough IF we do have permits and whatnot, maybe treat it like app lite and have some templates for factions PCs to use ]
Delacrux’s Council of Law Suggestions
Adventurer Law Enforcement Powers:
Local law: Handled on a local level by Adventurer’s, Local Nobility, Local Clergy.(Generally PC’s).
-Instead of just any joe schmo deciding to pick up law enforcement powers, can potentially register with the Crown Guard as an Adventuring Deputy, granting lesser law enforcement powers. Jurisdiction outside of Arabel to neighboring townships(Tilverton, Immersea, Eveningstar, etc.) Can be stripped away, if found to be abused. Policed by itself, as there are no actual ranks(only defined and potentially upheld by other Adventuring Deputies) as well as the Crown.
-Individuals may apply as a solo Adventuring Deputy.
-Groups(PC Factions) can be formed and applied for as well, as long as all members are registered Adventuring Deputies and in good standing.
-Sponsorship can be offered to individuals/groups for special permissions, enforcement powers, etc.
-Not an actual DM Faction in any way, totally funded by and for adventuring PC’s.
-To ease the burden on Crown Officials, certain matters can be arbitrated and overseen by Adventuring Deputies up to a certain level of Offense.(Don’t want DMs having to respond to too much paperwork, if any, for minor shit.)
-Crown Officials may ask for Extradition upon capture of a suspect of any level of crime committed.
-Certain immunities(reasonable ones)to crimes whilst operating as an Adventuring Deputy(posing as a criminal to make an arrest, for instance.) in good standing.
-Obviously follow the lawbook of Arabel and surrounding territories.
-Policed by itself, the adventuring community, and Crown authorities.
[This is purely OOC at the moment, placeholder until I reformat and make it an official IC document. You can still weigh in oocly at this point. And yes, I know that Deputies were a thing in a different version. I'd like to see it implemented in a different and fun way while a Militia faction isn't around to be joined.]
Criminals are not criminals until crime is committed. Once crime is committed and documented, then are labelled criminal, and moving forward, scrutiny advised on person's activities.
Arcane Registry will not prevent magical crimes, but will allow for potential crimes to possibly be averted in future and investigated properly.
After all, merely is a name put to paper.
Other nations charge hefty fees in addition to registry or outright ban spellcasting to put in perspective.
