Dourhand is some sort of tiefling Duergar that the Precept are allied with.
He has a complex of sorts in the Hillmarch mines and has been using enslaved monsters to mine for something which I believe he has found.
Whilst they are monsters I find slavery abhorent and he should have his bounty reinstated.
I'll write to the council and request it be reinstated

Are the Precept allowed to protect a Duergar legally? Can one of the superiors check the legality of this?

It will be dealt with like the slaving monster it is then.
I'll contact the House of the Morning and get their assistance as no doubt they are not pleased with the Precept over Tristan and the ritual at Eveningstar

I've written to Kira and requested what information the Precept have on Dourhand.
Should she share anything I'll note it in this file.
From my own investigations it seems the traitors Izereth and Treth convinced the council to remove the bounty on him claiming he was seeking some planar metal to truly kill fiends and then delivered him monsters such as bugbears and goblins as slaves.
If the Precept have a key to his stronghold in the mines it will make killing Dourhand easier

Dourhand is dead.
We took a fairly sizable group to put him sword. Myself, Dominic, Cyrlen a lot of Aster, Fye, Kira of the Precepts and an elf who name I can’t remember.
Kira used the Precept’s history to get her and Dominic inside and with Dourhand. We waited a while and I was going to knock through the door with magic, but kept getting told it wouldn’t work and it could endanger the two inside by the others, so we argued for a while.
Eventually after much argument, our elf turned out to be a locksmith and we got through the first door.. this triggered a alarm. We knocked the second open and found the dwarf had a bound demon of some sort and several enslaved monsters. Dominic was already down and only my healing wand made sure Kira didn’t join him.
Dourhand ran down into a forge after we beat his servants, and after a little difficulty with a warded door we followed him down. The dwarf then gave a little speech about only his weapon could slay a demon and tried to get us into helping him, but we informed him that his backers Izereth and Treth had gone rogue and battle was joined.
It was a hard battle, as without Dominic we lost a lot of raw combat power, but between my wand dispels and solid defence, Tass and Fye wand use, Kira elementals and Ma'Crag’s axe and the other Asters, we dropped him while Cyrlen made sure he couldn’t escape the area.
We recovered equipment from the lab, most notably his “weapon.” Maire of the Aster currently carries and it seems to react poorly to others... but I’ll let Cyrlen explain his understanding of it with his arcane insights.
