So what is to be done about members of the House of the Morning who have tried to incite Ravens and mercenaries contracted by Tilverton into breaking the Kings peace
After a speech I gave, Argun threw a bin on me to try and incite retalition, witnessed by Toussaint and Harcourt.
Despite asking I not send the Murrain after members of the House of Morning to which I agreed as long as they were not provoked, Stillwater thought it a wise idea to call them leashed dogs to their faces
I enclose testimony on the matter, Note I ask them to keep any violence out of the city

For this I suggest the House of Morning retains its seat to advise on matters, But cannot vote on matters to the conflict
I will however commend Dawnsquire Harcourts level headedness and reccomend no sanctions against him

The clerks have searched the records and determined the Raven Pierre Cambrian is a verifiable adult male of soldiering-age.
Furthermore the Clerks have found belittling insults to be a waste to record in their reports and will go on strike if various nonsense continues.
We urge you to take time out of your precious days to issue insults in person so that the janitorial services or the House of Death are responsible for your egos and not our delicate and pricy quills and ink.

A sudden flurry of investigation is done by other clerks to track down this particular clerk who sought to ruin their entertainment.

In the light of the Murrain created plague crises and this clear example of third party taking advantage of the strife, I feel it might be in order to make these measures stricter and more wide.

Currently we have the following:
Any violence in the name of Tilverton or Eveningstar within a bowshot of Arabel will be considered treason. When in doubt if one side was trying to ambush the other or a mutual fight was taking place, we will simple deem all to be guilty.
Property damage in settlements other than Tilverton or Eveningstar because of violent conflict between the two parties will be fined ten times the worth of the damage done or 10,000 coin... whichever is larger.
I was thinking of adding the following:
If any mercenaries commits any crimes against third parties not considered in service to Tilveton or Eveningstar, then the employer will have to pay any fine the mercenary would, but at ten times the value.
Now obviously this would be one of several related laws, but how harsh are we going to go if someone’s mercenary decided to go a killing spree of commoners?

I'd say they can be removed.
I understand the peace talks need to take place but I trust everyone can be trusted to not brawl in the city.

After some thought I feel that after the peace talks are finished and a agreement made, that would be the best time to take them down. It makes things more clear to the general public that the time of unease and strife is firmly over.
If any sendings are made about the deal, I encorage the sender to make comment that the emergency powers are a thing of the past along with it.
