Reduce max number of Winter Wolf spawns

They can spawn in large groups, and they all have unblockable damage if you don't have evasion.

@sharkinajar They currently are set to spawn in groups of 2 to 4. I will reduce it to 1-3.

@echo Personally, I'd love to see them only spawn alone, but in a mix with other enemies. Might make it a bit more diverse for the mobs that you run into on the stormhorn instead of pack of wolves, pack of elk, pack of orc, giants.

@sharkinajar They are set up as individual spawns (meaning just wolves) and in mixed groups along with frost orcs.
