Greywatch "Pardons"

Bryce, why was Rot the Orc inside Arabel with the claim you pardoned him by hitting him with your baton a few times? He's exiled by order of the court the high authority of the Queen and King. Not only that but you made no claim of his fine.
Bryce, let me be clear. You have no judicial authority
You cannot usurp the decrees of the court on whims, you bring in bounties and collect fines. That is your job, pardoning criminals is not one of them. We all must follow the decree of the court of Arabel, you are neither above, nor equal to their authority.
Do not do this again.

Still, if the Herald's response to the Greywatch comes back in the affirmative we'll see the Crown's view in such matters, as the matter of the Scarlets and Rot are effectively the same in this case. "Paid in flesh" without any witnesses, by the Greywatch, and without the input of the Palace.

I didn't pardon him. As far as I am aware no one did.
There's also no posters saying he owes a fine or is exiled so I presume Clark beat him and didn't know.

I'm sure the Greywatch don't actually have any "real" authority to do anything at all, so what does it matter? Technically none of the major factions in Arabel have any real legitimacy from what I can tell, up to and including this very council, which makes this endless quibbling basically inevitable. For what it's worth, I have enjoyed watching it massively.
I'm sure there's an actual point to be made here, but really one can sum it up simply as "The Greywatch does not have the authority to repeal bounties they have not themselves issued."
I mean, they can SAY that they're repealed but can't practically speaking actually repeal them by just announcing them repealed.
So what are we arguing over?

You are a representative of your order simply saying. "Well, I didn't do it" does not resolve the core issue, the exile was done in person when he was brought before the court. It's in the report, you're supposed to share these reports with your order to keep them informed, and don't offer excuses for failing your duties.

Levi, if you believe there's no legitimacy to the Council, then I question why you want a part in it. Unless your wizarding mind believes we're somehow pieces in a game for your amusement, like you seem to say we are. In either case I would be disappointed that we had such a passive Councilman to simply watch "quibbling."
But yes, thank you for making the point we've been trying to make for some time now, if Bryce and the Greywatch cared to see any authority other than simple beatings.
Which, again, could be legitimized depending on the Herald's reply.

I am part of the council because I think the conversations and collaborations within the Council are important, even if they end up being rather ineffectual due to the constant infighting I have been witnessing. I am here to offer my advice and aid, but I make no mistake as to the limits of both my individual power and the collective power of the Council. We are limited in this sense, not totally ineffectual as a body but only as long as our decisions retain both popularity with the Majority and the Upper Councils.
Keeping the peace should be our first and foremost priority, and the first step would indeed be to stop fighting over all this and work it out like adults. Collaboration before conflict. It seems like this is a point as a group we are not so fond of, however, despite my best attempts. That does not mean I intend to give up, but I think too many in this Council are unwilling to compromise for the sake of their City in the face of greater threats arising from the desert.
The Greywatch don't need legitimacy. Frankly their position on this council confuses me, as their status as "Tolerated Vigilantes" strikes me as something done purposefully so the Powers that Be may write them off if their actions become too intolerable. Their relative free reign comes with advantages and disadvantages, and I trust that Bryce will come to see that in the coming days.
