Mikul's Access to the Library

As stated, the vote to allow the admitted Cormyran soldier access to the Library. Also as stated, only allowing said access under supervision and or guard to ensure he's only doing so for the purpose stated: recovery of the South Horns.
Since the stipulation is in place, I say yes.

Weren't we at war with Cormyr not so long ago and isn't purple dragon equipment still illegal?
Why would we let an open soldier in to the palace?

According to councillor Grurec this Mikul is an admitted Cormyrean soldier yes.

Yes, yes. So far as I've seen he doesn't have the equipment of a Purple Dragon, so he's not actually breaking laws by being here. He's also been fairly open about his reasoning for being here if you'd like to ask him.
I would appreciate if those who expressed support (and responded in the affirmative already to Mikul) would lend their votes.

The man will be observed for his entire time in the library by the palace guards, if at anytime they felt he was a danger, he’ll be slain or incarcerated. Any attempt to remove articles falls under the same threat.
If he bares equipment or spoke of the purple dragons in a positive manner, I would assume that he’d also be incarcerated. The matter resolves itself, I shall also be assisting the guards in the task as an added layer of security.

I will deliver several volumes to this
Cormyrean SpyResident of the Peoples Revolution which document several ventures in the South Horns, hopefully these tales of the revolutions greatest warrior inspire this man to be more than we expect him to be.Councilors, were you able to find the time in your busy days, there are several reports from prior councilors documenting the South Horns activities. If you deem them safe for his eyes, you many send him copies of those reports.

I say no, I would prefer the man need to return to continue his research. Better to keep him leashed to the library for the information so we may observe his progress, he is a confessed Cormyrean better to keep the leash short and his actions well documented.
