Esteemed Councilmembers,
I write to you today to report on the task set upon me by Councilor Naresh. To reiterate and clarify, I was tasked with determining if the rumor that there was a tear in the Veil between worlds held any validity, and indeed if it did to determine if the methods the Dawnguard and Eveningstar were taking to repair or seal it were sufficient.
My investigations determined that a Gate spell was attempted at the top of the House of Morning, a decidedly complex and powerful magic. I can only presume that it failed, or was only partially successful, because I saw no traces other than the remnants of the casting several weeks ago. There is, so far as I can tell, no grave threat there so long as it is not attempted again. I would warn the council and those from the Dawnguard who read this that it is unilaterally unwise to poke holes in the Veil without considerable practice and the requisite powerful magics. Continued abuse of the Veil absolutely will cause it to rupture, and put your town and the larger Arabellan community at considerable risk. Please do not do it again without consulting the magical community first, please!
This ends the assigned assessment I was to undertake, but as there has been much in the way of frustration regarding this simple task I feel as though I must voice a certain opinion. Those who care to read it can find it as follows.
Eveningstar is represented by a member of the Council of Twelve Peers because Eveningstar and Arabel are allied to larger causes- The most primary being the stability of the region against its greater threats. Thusly, despite being largely independent in governance Eveningstar is appropriated a seat upon your Council. Because events that effect one will affect the other in time, and they should be able to lend their voice to these matters.
However, it has come to my attention that certain elements of the Council have elected to ignore the decisions voted on by the Council in favor of attempting to bar a perfectly reasonable request for inspection of the Veil within their lands. Councilor Naresh and our entourage made every attempt to compromise and work with Eveningstar on this perfectly legal order, and when it became apparent that they were not going to comply were absolutely prepared to leave and indeed did begin doing so. In the end, reason prevailed and I was able to make my assessment and be on my way excluding some other, unrelated events I do not intend to delve into here as they are not a part of my report.
However I must say I am horrified at Councilor Jadzia's notion that she need not recognize a lawful and reasonable request by the Council of Twelve Peers. Councilor Jadzia has a seat on this council through which she is able to influence the decisions that affect ALL of Arabel and its greater territories. To say that she has this power and yet refuses to comply when it such a simple, reasonable request is made of Eveningstar does not inspire my confidence in her ability to make decisions regarding these areas not simply limited to Eveningstar. I have no doubt as to her character and honor and do not wish to besmirch either, but I simply wish to make it clear to the council and its ancillary organizations that typically when one holds seat in governance over a region they must obey, or at least make reasonable accommodations for the decisions made within that governing body.
