Bard Song: Ilia's Icy Ayre

Suggestion? Bug Report? Not sure.
This song doesn't seem to scale like many of the other elemental damage ones.
It also doesn't seem to do anything but add a set amount of cold dmg to the weapon.
Compared to others, is it rather underwhelming.

It's a suggestion as it was recently re-written to do what it actually said on the song, instead of all the other mad stuff it didn't say on the song.
