Law Loophole

Heya,
It was brought to my attention that the laws as they stand don't recognize some being as 'civilized' and thus protected by the city's laws, depending on how the law is read.
Apparently beings with unusual bloodlines may or may not be covered?
As it stands, Genasi, Aasimer, Dragon-touched and Tieflings could be argued to be their own 'race' and not covered.
It's a minor thing, but could we have the law on citizenship amended so that it covers even those of unusual heritage of the accepted races, or is at least more clear that 'decent' doesn't exclude them?
Obviously, there is always the exceptions outside those bounds, but as it stands, apparently there are some that are taking the 'law' into their own hands.
I want to close this loophole, so 'honest and law-abiding' citizens aren't 'doing their part' to people who probably just want to go about their business without being harried.

Not sure why you think there is a loophole here. It's perfectly clear.
Freaks are freaks, and often dangerous and unpredictable. They scare the common folk, who we can't very well expect to care about the difference between a freak with glowing yellow eyes, and a freak with horns or a tail, they are all monsters to them.
