The guy at the FiveStars shop sells items. A lot of these items say or indicate being useable only once, not once per day. However, these items are obviously rip offs being between 2,000 and 4,000 gold pieces. No one in their right mind would buy these items and would rather find a better deal with a PC. Was it purposly made this way?

Yea, I think that's the point. Encourages interaction, the same reason you can't buy or sell really good gear to NPCs.

Yep. The DMs make the item and the system automatically tags it with a price.
Though I don't know what item you're talking about. There is an item that is 1 use/day that is sold for about 2000+ gp.

Hum, I'm not sure which tradeing spot you're talking about though. If you speak to Randel at the FiveStars trading place, every item there is single use. I was just wondering since I've seen many many items around Arabel around the same costs but have unlimited uses/day.
