Application to introduce contraband: Scrolls?

In no particular order, all apps are looked at for the following:
The Quality of the Story the player is trying to tell and bring to CoA. (This means the plausibility of the story, how well it flows together, how successful we may think the story will be in Arabel independently of DMs.) I'd like to introduce 6th circle scrolls (controlled by DMs, we can decide which ones stay out) as contraband items. The Tower of Raubagash in a bid to control magic and excerise their rights as an organization appointed by Gondegal decide to ban the use of 6th circle and above magic unless you're a member of the Tower of Raubagash. Scrolls delivered to the tower will be purchased by the tower. Scrolls used outside the tower will be considered magical assault - be it offensive magic or not. Scrolls hidden from the tower on a person will be considered theft.
This immediately introduces new tension that is WARRANTED. The Tower is done trusting people, people keep screwing up, so the tower hordes magic. It's classic and will allow us to drop in contraband scrolls and see people fight for them. Common citizens have no place touching 6th circle magic, its dangerous and needs to be practiced with care.
How will this include others in a fun/entertaining way? (This is where we look to see how the player will generate or create meaningful interaction or conflict amongst other players, that will generate interest for all involved.)
There are so many different sides to how this will turn out, its insane.
Players hording scrolls.
Players selling scrolls.
Tower Mages killing people for their scrolls.
The TS being divided, yes it is good to stop people from using necromantic scrolls, but divine ones too? Who is the Tower to regulate them?How dependent are their goals on the aid of a DM? (Sometimes we can receive amazing applications, but the expectations from the DM team are too high. Ideal apps have ways to achieve their goals using means/methods that already exist IG.)
DMs will have complete control over a situation (we decide what scrolls we want to use as contraband) and we don't even need to be there for the story to progress. Literally, we just need to make a post about this new decision and the story will develop on its own.
The reputation of the player in the CoA Community versus the request. (Does this player have a history of playing fun and inclusive PCs? If so it's more likely they will get minor apps approved without hardly batting an eye. Any major asks should be players we are confident can handle the responsibility given with the application benefits.)
Lord_Acererak is probably the greatest and wisest of the DMs, his reputation is FLAVORFUL!

Honestly, I'm not so sure this is a good idea. Players are already pretty lax about obviously illegal items such as Cormyrian stuff and noble items, heck one was up for sale and no one battled an eyelid. Also 6th level scrolls are pretty powerful, players are not gonna report or complain about it. The tower people are pretty lazy law wise and probably wont care to enforce anything.
I would like more contraband, but there should be something obviously very controversial about them to put players in a moral conflict. Like them being written on the skin of magical humanoids or something, or being of infernal nature.. etc Something major that would be more than just "They're strong so they are tower only"
Like when you use Cormyrian contraband, it would say "X uses Cormyrian cloak" which obviously marks them as a traitor
Or how a dead person flashes and screamed when you used a bloodstone -
Maybe we should do something about that then, it might be an OOC issue. As far as I know, Tower was just Jeri and Ivo, right? Neither's players are exactly known for willingness to PVP.
Otherwise yes, need to make it more obvious as you say.

Possessing a nobleman's amulet doesn't make you a nobleman. It means you found it, stone it, took it from a nobleman's corpse, etc. I don't see how it can be construed as traitorous. Same for PD great unless you are in the PD. People (especially adventurers) find stuff all the time. Unless we make it possible for people to turn in these items for reward?
I'll do a little research this weekend for FR contraband items.
