Agents and Old Town

PvP is allowed in Old Town with no DM. Agents are allowed in Old Town with no DM.
That said, Old Town is still full of unrepresented NPCs, including those of the Plebian Court. I have been noticing Agents/Citadel PCs walzing around Old Town like they own the place, brazen as ever.
I am reminding people that these unrepresented NPCs are in Old Town, and giving a heads up that I am going to start spawning those NPCs when I see Agents in Old Town.
This is also a reminder that while brawling is allowed in Shylocks with no DM, kidnapping is not. Neither is taking anyone into custody.
