I'll be honest, seeing only 10-15 people online the times I've been online has really sapped my will and desire to play.
Maybe I should have waiting until summer was fully over
My play times have been 25+ every night GMT. I've been questing with full parties lately. It must be your time zone.
The only problem I have when I log is no active DMs to punish me with over-whelming spice :(

The active DMs on this TZ used to be Moloch, Cama, Harry and HoFI. Then, on weekend later nights, I would see Tinker and Gmork.
Only times I catch DMs now is weekends. :(

I think one of the factors that hasn't helped the server has been a relative lack of resets. I took a break for a month of so, and while I had several reasons for a break, most of which revolved around other things I am involved in taking up my time, one reason was being limited in what I could do online, because of full logs.
Quests are nice to have a challenge, meet people who you can involve in plots and so forth. When no one can quest I notice the server empties somewhat. On balance the times I have noticed when the server is empty is when Ive logged on and my journal is full. Weaker server presence and an inability to quest are linked.
None of this is a judgement on how things are right now, as I have only just come back from some absence I have no idea, how often resets happen, but as a rule I think it wise to try and aim for one reset in every 24 hour period.
