In reference to the Royal decree to end this threat, I would like to inform you that I intend to issue a license to individual trusted wizards to recruit their help in developing a countermeasure. Specifically, this involves the development of a mushroom-based magical substance that should render these rats susceptible to being magically held and subdued.
This will involve one item that is currently listed as contraband, namely the Praevid Shroom mushroom. The ingredient would then be included in the food supplies being gathered by the monsters in the sewers. I believe such a measure to be necessary to overcome these monstrosities with the help of local adventurers. Previous attempts involving poisons have, to my knowledge, been ineffective as these creatures appear to be entirely immune to poisons. However, these Shrooms, upon initial alchemical analysis, do not appear to be poisonous but rather magically mind-altering in nature.
Please do not hesitate to notify me in case you see a better way of dealing with this threat. I am afraid my mind is just that of a lowborn commoner, alchemist, and cook - yet it appears evident that something needs to be done here in order to facilitate the chances of success of the required physical apprehension of these vile monstrosities and traitors.

Unfortunately, it has been difficult to assemble a force - as the local adventurer population seems to be intent on slaying one another for whatever reasons they may come up with. I had been hoping that some of the remnants of the Illuminated Blade might be willing to help with this, but to no avail.
In the meanwhile, I would just like to note that the rats are spreading large-scale symbols of Talona by shaping their very feces to her pattern. They are even doing this in the Palace district, and inside the Estate of the Illuminated blade. Removing these pieces of their remnants further seems to alert them, somehow.

Dear Priestess Mirai, Sir Everduke,
I have had a further opportunity to discuss this proposed effort with a capable wizard and divination specialist, known as "The Great Pastuzo" tonight (while taking certain measures to prevent infection. He did seem intent on speaking to me anyway). I believe the below draft would be acceptable to him. However, there are certain ethical as well as practical issues to be considered, including the question on who may ultimately be authorized to sign and approve such an agreement.
I would therefore like to explicitly invite our new legal expert, the priestess Mirai, to provide her expertise and advice on this matter. The Great Pastuzo expressed an interest to process this request as quickly as possible. Given the current infestation, I would agree that this would be desirable, and I hope an acceptable and safe agreement might be reached here that might then serve as a potential template to approach other trustworthy wizards throughout the kingdom.

[Draft] Crown Guard License "Patuzo": Praevid Shrooms
The Great Wizard "Patuzo" is hereby granted a personal licence for Research for the Crown, as well as for a medical and recreational administration, of Praevid Shroom mushrooms. This license is subject to the license holder adhering to the below-mentioned conditions:
- This individual license is to be issued to the license holder [Form field: The Great Wizard "Pastuzo"] with the express and primary purpose to help the Crown analyze and refine the properties of the Praevid Shrooms mushrooms, so that they might be effectively used against the current were-rat pestilence. For this purpose, the licence holder agrees to contribute both alchemical and field analyses of this type of potentially dangerous mushroom, to refine its properties in such a way that its magically hallucinogenic properties can first be distilled and then distributed across several food items (such as bread and pies). The aim of this research agreement will be to create a substance that will be able to magically incapacitate highly poison-resistant creatures such as were-rats. However, as per request by the licence holder, secondary uses of this research towards medical and recreational administration purposes will be permitted, as further defined in the subsequent articles of this agreement.
- Any citizen to be treated with one or more Praevid Shrooms must freely express their willingness to take part. This express agreement must be obtained before the substance is administered.
- Any citizen to be treated with one or more Praevid Shrooms must be personally informed by the license holder that use of this mushroom might have undesirable side-effects that could be mind-altering in nature. This information must be provided before the substance is administered.
- The license holder [Form field: The Great Wizard "Pastuzo"] must be personally present during the administration of any amount of Praevid Shrooms.
- The license holder [Form field: The Great Wizard "Pastuzo"] must not misuse the effects of the Praevid Shrooms to unduly interfere with the free will of the citizen to whom any amount of Praevid Shrooms are administered.
- The license holder [Form field: The Great Wizard "Pastuzo"] must provide periodical reports to the Crown Guard concerning their insights gained into the effects of Praevid Shrooms.
- The license holder [Form field: The Great Wizard "Pastuzo"] agrees to cooperate with the Crown Guard to share security-relevant information that might be accidentally or intentionally obtained from treated citizens during their experiences with these mushrooms.
- The license holder [Form field: The Great Wizard "Pastuzo"] agrees to cooperate with the Crown Guard to obtain sufficient amounts Praevid Shrooms, in the event that these fungi can be used in our efforts to protect the Crown and Country of Arabel.
- The license holder [Form field: The Great Wizard "Pastuzo"] agrees to provide the refined product (see §1) to the Crown Guard at an at cost basis. Neither the Crown Guard nor the license holder shall aim to make any monetary profit from the sale or re-sale of the to be produced substance.
- In recognition of the benevolent intent of this research agreement, the Crown Guard shall provide this license at no further monetary cost to the license holder [Form field: The Great Wizard "Pastuzo"]. There will thus be no processing charges of any kind.

In my opinion, I believe it should be simplified somewhat.
Most of the adventuring populace will not read the entirety of what you have written, and the codes of law must be succinct and easily understood by most everyday people. It is OK to use smaller words.
"The license holder agrees to share relevant findings with the crown guard and to cooperate in finding Praevid Shrooms, testing, and applying the results of those tests. The license holder agrees to provide the product at an at-cost basis, rather than for profit..."
Or similar.
In content, however, this seems fine as-is, and I do not see a problem with you issuing it.

I admit I have substantially more qualms about "the mushroom plan" than the "rat cooking plan", myself. The difference is that this the "mushroom plan" may pose substantial risks to human beings. Furthermore, the two plans are, sadly, not suited to be pursued in parallel. For I expect that I would almost certainly not be able to do any more cooking after having undergone the initial testing required on the Praevid Shrooms. In addition, this plan requires a lot more (dangerous) research than simply collecting some rats from the streets and cooking them will entail.
Hence, I would like to delay this plan until the much less cruel "cooking plan" has at least been attempted.
