Baleful Polymorph not working on DM controlled

Issue Description: Baleful polymorph doesn't work on DM controlled NPCs even when they fail the save. I'm not even sure this can be fixed, but figured I'd throw it up anyway.

Pretty sure this can't be fixed.

DM just needs to pause and then like, spawn a frog, or change appearance or whatever.

You know, just handle it with DM magic.

@zool Yeah I figured as much. Sometimes it can get missed in the heat of a big melee, unfortunately. Ah well

@bowser if it's in combat yeah, this would be poo.

Not a lot to be done there though.
