(Ethel attaches the correspondence with Benjamin Rawen to the file)
Tilverton is a part of Arabel, I find it odd that they are not included! We cannot remain united if we don't work together.

The necromancers of tilverton have nothing to offer this city for the better, all they have is coin and immorallity. The very fact that they provide golden Obyns to us is a statement of thier intent... they desire a voice in the city to pave a way for Obyn to further his claim here as monarch.
Were the leadership of Tilverton changed then your arguement might hold some weight, maybe this is something that could be worked upon for the benefit of all in this city.

Tilverton is a lovely little city, with a market and several inns. Why would there be necromancers there? I have not read any reports of such! Also, remember their Duke is a Duke of Arabel, not a foreign kingdom.

From our own council records:
Perhaps you'd prefer to give more work to the Scarlet Syndicate? You seem very fond of them, calling on their aid wherever you can. Do you just choose to forget that they serve as Ravens of Tilverton? That they have sworn loyalty to someone who until very recently was actively seeking to take arabel for himself, having previously tried to sell their services to him in time of war against him while acting on behalf of this very council, and that every item of note they carry back to their nest adds funding to their efforts to capture the trade routes for their own and deprive Arabel of Much needed Supplies?
Tilverton is home to necromancers and Obyn seeks the throne of Arabel itslef plaguing the trade routes with impunity and declaring "taxes" that further decrease the benefit to our city and our merchants.
My vote will not alter.

(Zuralankar looks over the documents, unamused to be involved in this particular matter but his response needed all the same..)
We trust son of light.
Dead men still walk OUR mountain..
Feathered ones offered help. Or we eat them.
For this, we see them on council.

It is in the interest of the realm to grant Duke Obyn a voice even on its lowest councils.
By decree of his majesty, the Ravens will send an emissary to serve the realm as a whole.
