What does it do?
Feat: Toughness. Feat: Greater Weapon Focus: Quarterstaff.
Wearer is speed reduced by 25%, Wearer is silenced. OUB wizard/sorcerer
Why should it exist? For that crazy player who wants to make a fighty wizard. Sorcerer have a sense of self preservation, after all.
But! Since you can't change armor in combat, it'll make the player choose when to slap it on.

What does it do?
+10% speed, +10% damage vulnerability
Why should it exist?
So the summoner can stay ahead of the party and get their summons into combat, rather than stuck behind the rear line who inevitably forge on ahead.(Smart people lead from the rear. When the people in front of them have fallen over, they'll know something has gone wrong and can immediately call the retreat. Squishy people first!)

just pointing out summoners can assign a player tool to command summons from the back line and have the summons ahead of the line.

Those tools are pretty finnicky, and break completely when you've got multiple summoners.

That robe is... not great for "fighty wizards." Being silenced and being slowed is a death sentence.
Here's an alternative:

What does it do?
Weapon Focus (Quarterstaff), Weapon Specialization (Quarterstaff), +2 Discipline
Only usable by sorcerer/wizard (must have more sorcerer/wizard levels than levels in other classes combined)
Flavor: This rune-engraved quarterstaff is made entirely of iron and features a coiled serpent on each end. It is a crude, unwieldy weapon, but when held by a sorcerer or wizard allows them to channel the Weave through its runes to make it lighter to swing and heavier on impact. No one knows exactly where they're from, but speculation varies from an ancient order of elven warmages to a hidden monastery in Shou Lung where ascetics attain mastery over their bodies and the Weave alike.Do this for several other more uncommon, less "meta" simple weapons as well (such as spears).
