make chest spawns guaranteed on quests

The random chance is awful, I hate it. Please make them all just guaranteed spawns. ;_;

There should always be 1 100% spawn chance chest in a quest, the other "optional" ones are random chance.
If a quest does not have a 100% chance chest, it is a bug and should be reported accordingly. -
Yeah. I dislike this system a lot. It leads to imbalancing in quest rewards where sometimes you'll get a quest that's vastly underwhelming and sometimes far too worthwhile.
