Another House. A blend of houses that work for rebuilding Arabel, but clash in how Arabel is to be rebuilt. A blend of Houses that clash and strive against each other to be the ones who find and claim the resources needed to rebuild Arabel. A blend of Houses that squabble over how Arabel is to be defended against the yet finally come together for epic quests that save Arabel, or rebuild Arabel.
I think most players wish to see Arabel rebuilt to something like it's former glory, so what ever faction is developed should have that as a core purpose. The "How" should clash with other factions.
Of the two factions suggested, EO and KotMS, I think the KotMS would better fit the current drive for rebuilding Arabel.

Cause as far as I know we were never made to take OOC oaths of secrecy.
It was the general culture of keep ingame knowledge ingame which I recall was often enforced more strictly those days which left a lot of things mysterious for the better imho. Thats what I meant really.

Personally I would rather see something like a Lathanderite based faction out of eveningstar then the Kotms, if you are thinking about a knightly sort of faction. They could even serve as judges too, though I'm not sure they would be fair to the ebols…so, even better!
Disclaimer: I am currently playing a newbie Lathanderite with designs for rebuilding the House of Morning, so this suggestion might be considered biased by some.

Whatever factions are made, I highly suggest clearly defined goals/ideals. It can be a bit loose to allow freedom of concepts, however, it should be defined enough that there is no question about why you are here. The main problem I had with the Court and the Council were they were so broad, anyone could join for any reason so there was neither a sense of unity nor exclusiveness. The Red Harts, the Forsaken Legion, The Sheriffs, The Noble Houses, they all had internal conflict but they always came together when it mattered and supported all the players within. I rarely saw that with the court and council, except in DM Open events/DM plots. Maybe keep the council advisers as something similar to the Mage guild where anyone can join but only exclusive/elite make it to the next levels, while having a few very clearly defined factions as well.

Out of curiosity is there still the appetite among the DM Team to introduce another faction in a similar vein to the Knights of the Merciful Sword, or the Eclestian Order? And if so how advanced is the concept and are we likely to see it introduced anytime in the near future?

Yes the idea is still there, right now the focus is on a few other higher priority things we're trying to figure out and get moving. Too much at once I think could just make it a chaotic mess.

I chose create something new. I will say that I am a huge fan of both the EO and KotMS and thought they were both fantastic factions. But I think reinstating these exact factions will just lead to dissapointments, as any player who remembers them will have unreasonable expectations. I would prerer a new faction, rooted in our contemporary canon that is, perhaps, inspired by one of the two.
