Mage Guild Charter
Outline of Authority and Powers
1. Guild Master Isoldore Maleen of the Mage's Guild will be appointed High
Advisor to the Queen with full administrative duties and powers within the
City of Free Arabel. In addition to the governing of the Gilded District, the
Mages Guild will be involved in the administrative organization of other
governing bodies within the city.
2. The Mage Guild will have authority over magical crimes(Including but
not limited to infernalism, and necromantic crimes), being granted the
right to hold Trials and sentences for crimes exclusively involving magic.
An Arabel Court official is to be present to oversee the sentencing in
cases of capital offences.The Mage Guild will also have authority of all
crimes committed within the Gilded District, (With the notable exception
of Lhals Palace, and the Red Hart fortress) being granted the right to
arrest, hold trials, and sentence for crimes up to serious nature. Crimes
of capital severity, that are not magical in nature, will be trialled and
sentenced by Lhal's court.
3. Within the Gilded District and in respect to all magical crimes, the
Stark Wyverns will have all the rights of Peace Officials. Their authority is
subject to the authorities of the Mage Guild.
4. All full members of the Mage Guild, and their Stark Wyvern
bodyguards will be considered City Officials.
5. The Mage Guild retains the right to reconstruct destroyed, and/or
derelict buildings as they see fit. Also, the Mage Guild retains the right to
adapt existing abandoned buildings for use as they see fit
6. The Militia and Sheriffs retain the right to make arrests of criminals in
the gilded district under the following sets of circumstances.*In-cases of
members of the mage guild, special procedure is to be followed as
discussed below.
The crime was committed outside the gilded district.
No Stark Wyverns are available to make the arrest, though in such
circumstances both the Tower, and Lhals court are to be notified within
twenty four hours, and the criminal transferred to the holding cells of the
Mage Guild at their insistence.
7. Full members of the Mage Guild, and their Wyvern Bodyguards enjoy
certain exceptions under the Law. These are detailed below in full.
In the event of corruption, or criminal activity, on the part of a Stark
Wyvern or full Guild Member, the following procedure is to be followed:
In cases of petty to serious crimes, the sheriffs retain their right to arrest
the member provided they have a signed document of approval by a
Herald, Everwatch Knight, or the Queen. If, however, the crime is of
capital severity, only an Everwatch Knight or Herald can serve as the
arresting officer for a full member of the Guild or Stark Wyvern, and they
may only be arrested if the evidence gathered by other agencies (e.g.
the Sheriffs) sufficiently and legally confirms the act of wrongdoing in the
eyes of the Queen's Court. In such a case the criminal will be held within
the cells in the Mage's Guild until their trial hearing, as oppose to within
the Sheriff's Tower.
The sole exceptions to this is:. An ongoing situation involving Armed
Assault, Magical Assault, Torture, Abduction, Defiling the Dead, Murder,
Attempted Murder, or Arson is taking place, and because of the urgent
nature of the crime it is not possible to get the needed written
authorization without putting the citizenry at risk.
In such a a case both Lhals Court, and the Mage Guild are to immediately
notified of the arrest, and the detained member of the guild is to be
transferred to the Mage Guilds holding cells at the first opportunity.
Laws:
Defiling the Dead: Manipulating the dead in any form, be it
necromantic perversion, or other misuse or mistreatment is a Serious
Crime. This also covers the summoning of undead beings. The creation of
undead is a Capital Crime (see above).
Members of the mage's guild of at least Full Member status will be
allowed to apply to the Guild council for permits exempting them from
this law. Records will be provided for book keeping purposes to the
sheriffs department, and Lhals Court.
Infernalism: Summoning and/or making pacts with abbysal
or infernal beings is a Serious Crime. In cases where the above is
committed in connection with another crime of serious severity or higher,
or harm and/or risk to the Free people of Arabel can be demonstrated,
the charge is elevated to that of capital severity. Exceptional
circumstances may apply
Members of the mage's guild of at least Full Member status will be
allowed to apply to the Guild council for permits exempting them from
this law. Records will be provided for book keeping purposes to the
sheriffs department, and Lhals Court.
8. Full members shall be allowed to walk freely with their familiars no
matter their nature.
Mage Guild Obligations
The Mage's Guild to be exempt from any and all taxes towards the
city-state of Free Arabel in return for maintaining security and prosperity
within the Gilded District, except in times of war and crisis, to be
determined in special consultation with the Mage's Guild Council. A
percentage of what can be spared from revenues from the Gilded District
after consideration of expenditures to be given to the Free-state of
Arabel.
Any usable masonry from the demolition and re-building of the Gilded
District is to be re-located to the Slums, at no cost, for use in the
reconstruction of the district.
The undertaking of any magical studies the city-state of Free Arabel
requires will be given utmost priority by the Mages Guild
The use of one of the towers spell breaker golems to protect the queen,
and members of the court from malign magical influence or attacks.
