Issue Description:
The new general feats such as Action Surge have vanished from my feat list. I am taking level 6 (5th fighter level) and it isn't there. Second Wind also isn't an option.

Character level is 10. Quest cap is 10
Instead of gold or xp at the end of the quest, you get this message:
"Quest System: You do not get a reward for this quest as your character has 2 levels behind its limit."

Most quests have different loot levels based on party level, right? Perhaps, instead of character levels determining loot levels, party size?

Seems to be working. Haven't tested the broken exit yet

Bounty system said thunder beast skins should be worth 50 gp and 15 XP. I turned in 3 and got 300gp and 90 XP.
