      I cannot give good information on this; I think it is found on the Boney Rat Sewer Goblin Quest.

      It says 1 use, it has 3 charges.

      It is set to Plot though, so you can use it infinitely.

      I tossed the one I had in a bin.

        Fixed as of version 20241212 Strife 8632. Valid for new items only. Please make sure to trash the old items.

        Also fixed any of the other items in that quest that required fixing.
